Kuat Rising

Faith listened to the bartering going on this was what Draco was good at knowing the abilities of the companies around Alderaan. She knew she could learn something from his manner of negotiation.

So for the moment she was silent, though she really did want to know why the Sith? Of all the beings in the galaxy Sith. Really?! She smiled in almost doll like fashion with her hands resting before her.

This deal that they were looking to broker, she didn't want it tying any member world up to do business in the manner they pleased. What was the point of being free if someone get to dictate the terms. No. She looked to Draco...a gentle kick to his shin to remind him, even though he needed no reminding.

"Well, outside corporations attempting to compete with internal ones would naturally be taxed to import into Coalition space. We wouldn't want neighboring worlds to be able to flood fledgling markets and damage allied companies, and the added revenue to our member worlds makes such an agreement favorable." Draco smiled at the woman, feeling Faith's subtle kick to his shins. She didn't like it when he brought up his past for obvious reasons. She had saved him from that fate and she didn't like reminding people that he had almost been swallowed by it.

"KDY is in a competitive market. The requested Mutual Trade Protection Agreements protect you somewhat without giving any company free reign. If your costs can remain competitive with outsiders, you can expect more business knowing they have to compensate for the increased taxation on their products." Granted Alderaan Engineering and ArmaTech were also shipwrights, with varying degrees of specialization. AE had mostly luxury and civilian vessels, ArmaTech had a number of combat oriented ships, but its product line wasn't all encompassing. "I can offer an adjusted increase on vessels of the same classification and purpose as those on Kuat and AE product manifests for the time being."

Such an agreement meant foreign companies would normally have more expensive products, while internal companies could enjoy a relatively reduced price without having to make serious slashes to production costs. "Then there is the Law Enforcement Agreement, which means you allow the Ranger Corps to pursue and detain criminals wanted by fellow member worlds found on Kuat, as well as granting Kuat operational command over Rangers within their space."

"And then last, but not least, the Defense Agreement. Kuat agrees to support its fellow member worlds with reasonable military support in a timely manner should they request while under attack or in imminent danger of an attack. That agreement works both ways. All this from the mind of a princess and a former barbarian war chief. Can you imagine?" Draco laid out all three pieces of flimsi on the table, letting the members of House Purkis and the delegates from House Andrim and Kynlenn view them.

The noble woman listened carefully as Draco explained the practical details of the Coalition agreements.

Once he had finished, she was quick to speak. "I can agree to all these terms, but I do have one thing worth asking..." She glances over to the representatives from other Kuati families.

"Kuat is one world, it can only agree to these terms once and understandably you need stability to support such agreements. You must recognize sovereignty of government for it hold any meaning. So I ask you, whose sovereignty is being represented? Is it the alliance between Andrim and Kynlenn, or house Purkis and Kuat Drive Yards? If you leave our politics to us, then you must recognize one true government."

Essentially Hadleigh asked the question on everyone's minds from the Kuati delegations: Who will the Coalition recognize as having sovereignty over Kuat. An important question which would determine who ultimately was deemed the representative of the world. Although for the time being having a delegation between multiple parties may have helped bring some greater sense of stability, only one in the end could ever truly grasp control over the planet and its destiny.

Faith could easily do her nails right now but she instead took out the datapad recording what Draco had offered. The mandalorians if they could see him doing this might think she had infected him somehow with a peace virus. She smiled, as if that was possible.

Faith also took the hint that Kuat had medical needs she then sent a message to Dr. [member="Rashae"] lovous to see if she could spare some time, and personnel to come to Kuat to assist and check the citizens. No small under taking but still it would be helpful and would show the willingness of the Coalition to help others within their small influence.
 
"Essentially you are asking us to determine the victor in your civil war. If we pick House Purkis we gain KDY's formidable business assets as a member, if we pick House Andrim we gain a larger support of the populace." Draco looked at both groups, Hadleigh was asking for quite a lot so far. Her earlier bids during the negotiations told Draco she was power hungry or at the very least greedy.

"The Coalition is not in the business of overturning governments. In Kuat's case we are here supporting House Andrim against the Houses of Kuat solely because of the One Sith presence their opposition harbors." The Mandalorian looked to Faith to reassure her. "The Coalition recognizes neither, individually in this case." Probably not what either of them wanted to hear. That the Coalition wouldn't back one or the other against each other in a bid for control of the system.

"We can oversee and mediate a fair compromise for sovereignty of the planet between your two parties however. We wouldn't want to force one side or another into a situation they found unfavorable."

Objective two: Kuat Medical and Humanitarian Relief Convoy

Long range communication received with the Alderaanean royal signature on the communication. The Commander who had been Rashae's very patient captain commanded the medical fleet now. The stoic man looked at the com center and looked down at his officer of that department.

“Send word to Doctor Rashae. She will want to see this. “ The Admiral put his hands behind his back to return to his stoic tenure of duty.

“Aye, Commander. “ The communications officer was efficient and quick.

It was about an hour when Rashae's transport landed on the Medical frigate. The woman hurried as fast as she could cross the ship and get to the bridge. This took longer than she wanted it to. Once on the bridge, she addressed her commander.

“Response sent, Commander?” Rashae asked crisply.

Aye Doctor. Orders?” The man looked at her with an amused twinkle. He knew pretty much what his ice princess would say.

The woman had to stop and huff a chuckle and smile. “prepare to launch, Commander. “

“ Aye, Ma'am. “ Commander would issue orders to prepare their small convoy for travel. Rashae would issue orders to ensure proper personnel and supplies were on the frigate and the accompanying corvettes with escort.

“How long for Kuat, Commander? “ Rashae was not a navigator and wasn't about to pretend to be.

“Several hours, Ma'am. I have supplied Coalition Leaders at Kuat with our ETA. “ His voice was just as calm as if he was taking a Sunday stroll.

“There is no help of it I guess. See if we can get any preliminary reports of surface issues, medical reports of wounded, dead, toxicity, anything. Details... please. “ She added the last as well the Commander was one of her favorite people. There was nothing that rattled the man. The Commander equally knew that the doctor, while a fine medical and science person, brilliant even, had no head for military or what it took to get this hunk of metal to Kuat or anywhere. So, he was patient with her.

Hopefully she will acquire data before they get there and not land in hostile fire. They didn't have much of an escort and they were not very defensible.

Indeed the representative from house Andrim scowled at the thought of splitting focus between the ground war and a political one with Purkis.

Hadleigh on the other hand merely smiled at the suggestion. "I am sure your mediation skills are up for the task," she chimes. "Very well... I offer a simple solution: Andrim and her allies will preside over domestic institutions and affairs. Purkis will preside over those on the galactic scale; after all we control the defense fleets and K-D-Y facilities--it is only fitting."

In sense, they would divide and conquer the political landscape of Kuat. Although Purkis would essentially have total control over the world's interests elsewhere, and bring with it the stake of reputation. Of course it would leave Andrim responsible for the populace in more direct matters.

"If we are willing to move forward, I am certain this is a matter of paperwork and press."

"If that is acceptable, the Coalition supports the arrangement. Details and paperwork can be handled between both parties at a later date. I'm not sure we all expected to be sitting around a board meeting for days on end." Draco grinned and leaned back in his chair. There was a lot that was left to be desired about the arrangement, it certainly left both groups wanting for something, but then again a compromise was when both sides lost as far as the Mandalorian was concerned. So long as the details were there he couldn't complain, and if House Andrim appealed based on solid evidence they were getting shafted and mistreated, things could be changed.

"I am told KDY ships used to exclusively build for the Galactic Empire a long time ago, and I am aware of how their arrangement with the One Sith." They couldn't sell to enemies of the One Sith was about all they had been restricted by. Perhaps the One Sith could have had preferential treatment in addition, but that empire had never leaned heavily on Kuat. "I was wondering about future plans for the corporation given its," a pause as he gestured out the massive panoramic view port behind him showing the bright blue orb that was Kuat and its rings, "Current state."

"There are some things the Coalition needs in its fledgling months." The Ranger Corps needed a dedicated patrol craft for their use, and there were other things that needed to be built. While the existing shipwrights could handle these things, having additional means and partners meant the work could be shared.

"K-D-Y has no intentions of closing doors to anyone, so long as they play nice with the rest of us." Hadleigh smiles.

She looks over to advisor, offering him a single nod. What for remained a mystery, but somehow he seemed appeased by whatever understanding they came to. Looking back to Draco she continues. "If it is ships you need, then it is ships you will get. Our goal is to provide a vessel that suits needs, not sell production lines of basic starships. We work with the client in developing a prototype, and then manufacture that prototype as needed."

The company's new approach to flexibility and designing custom starships is part of why they've had a new wave of customers despite the state of Kuat. It was far from ideal, however, as they certainly could use more business to help rebuild and expand once again. An arrangement with the Coalition is the most obvious way of getting that far, and besides... Why not cooperate with your neighbours?

"What did you have in mind?" She moved along that topic as if the previous one had already been concluded.

"Medical teams are on the way." Faith added to the conversation her brown eyes darting from one face to the next. She nodded hoping that what she added had value. Listening to the bartering from one side to the next had always been fun for her.

Find that common ground, find what they both really wanted, then go for it.

This negotiation would be the first for the Coalition, she wanted it to be successful.
 
"Ships of course." Draco grinned at the Kuat ambassador and leaned back in his chair beside Faith. "Mostly small scale, elite patrol ships for small crew or individual pilots. Think fast, sleek, armed freighter with a suite of communications and interrogator modules if you know them." Neat little communications device that forced a pinged ship to broadcast its Registration Information. While not excellent at hammering out cloaked ships, the interrogator module was excellent at identifying and assessing ships it came across and figuring out where it came from. "I have people from AE and ATI working on designs, would love to have a third set of eyes fall on them."

"I believe I may have gotten ahead of ourselves however. Your Majesty, do you have any concerns that need to be discussed before continuing forward?" Kuat was in a state of upheaval and with House Kuat and its allies backing the One Sith Remnant, the Coalition wasn't looking to make deals with them at the present. Peace accords certainly, deals regarding trade and sovereignty, not at this time. House Andrim was an isolationist House, fully intent on sitting on Kuat and rebuilding it and keeping outside influences from causing the planet to fall to such discord again. House Purkis however was the oddball. They enjoyed a sense of neutrality in the conflict, yet maintained limited control over the orbital rings. Eventually the two would butt heads.

Perhaps she had gotten ahead of herself.

Hadleigh made Andrim an offer, but sooner or later disagreement would arise; Andrim would want more. Perhaps Purkis would want more, too. Even if Kuat and her allies made a deal to spare their own houses from extinction, it would take decades for that trust to be rebuilt. People aren't soon to forget, nor are they easily persuaded to forgive. "My concerns rest in the swiftness of this new arrangement," she insists.

"I do not want either Alderaan or my own people to believe that this is merely an arrangement for our own benefit... That the people in this room are the only ones who matter. It will take time to convince the citizens of Kuat that their best interests are being pursued. Even more so considering the fragile state of affairs between the Ten." The Ten being a name given to Kuat's founding families.

Hadleigh's advisor kept silent throughout this part as well, seemingly in a state of approval.

"Are there concerns -you- wish to discuss?" Hadleigh asks.

Faith was quiet there were concerns for both sides mainly the reception of any type of agreement. Alderaan's High Council while supportive of the efforts put forth by Faith and Draco to build the Coalition had made it quite clear that Alderaan was a priority.

Alderaan would not suffer she herself was still rebuilding from the devastation created by the Sith. Cities were still being built and the culture of Alderaan and all it represented also was being rebuilt. So long they had been a peaceful world but the Sith invasion had shown them that they could not remain so. Alderaan would remain beautiful but she would have a military to rival any other in the Galaxy.

Faith looked over at [member="Hadleigh Purkis"] she knew that Kuat now faced all of these decisions. How much was too much? How much was not enough? Reaching out to Alderaan served to help with both questions.

Faith knew [member="Draco Vereen"] knew this they had talked long about it. Her concerns were his, their concerns were for Alderaan and their family.
