Collectively, Whisper units form a distributed sensor web that allows Joran Kael to report on wars, occupations, political crackdowns, and humanitarian disasters without ever entering the systems he covers.

When Kael's carrier vessel moves into a new region of space, it releases thousands often tens of thousands of Whisper units in a single dispersal. The droids scatter into orbital traffic lanes, planetary atmospheres, cities, wilderness zones, debris fields, refugee corridors, and military staging areas. Most are destroyed within days. Many never record anything of value. This attrition is expected and irrelevant.

Each Whisper is intentionally insignificant.
