As I read this it means that a character can join an invasion as an ally, and only join other invasions once the first invasion is finished. The writer does not have such restrictions. So if you join with Coren here, you can't join other invasions until this invasion is wrapped up - but you can easily just write a different character here and Coren on Lujo, or a different order.
