If A players intend to transfer to C with NPC, they would be required to list said NPC in their first post, as per the terms.
However, since NPC need to be transported somehow (and starfighters clearly don't have space for troop/vehicle transport), said NPC would have to be transported with other ships of similar or smaller size (as you can see in the highlighted part of the quote).
Said ships would count towards the 5k m total allowed for each side on Objective A.

Anyone from objective A should not be transferring to the ground with troops. This will cause the limited fleet sizes to be diminished, cause the limited NPC troops to be diminished, and force six faction admins to constantly oversee the current numbers of troops throughout the course of each and every post as they are written to determine if anyone has or has not willingly or unwillingly breached this rule. For the sake of things I would ask that nobody from Objective A bring NPC forces or transports with them. If this is not agreeable I'd ask for the OS and GR admins to reconvene before the invasion thread is posted.
