Interest Check: An Underworld vs Cops Type Faction

I've had an idea for a while now to try and find a way to create a small group of people who want to play criminals, and people who want to play police type characters, and make a place where the two can come into conflict together. The issue has always been what to call such a faction because it would be hard to name it just one thing when half the faction would be criminals and half would be more law enforcer types. I've been playing with this idea and so I thought I would put it up and see if there is interest.

The idea is sort of a melting pot where criminals and law enforcers can come together. The law would be like an FBI style galactic wide force that gets invited onto different planets to stop criminals. The criminals can be pirates, bounty hunters, thugs, spice dealers, etc. So this faction isn't really a small group, its more like a backdrop to give people a place to write these stories, and a place where like minded people can find each other. So it's less about being one group, more about giving people a place to find others who want to tell these types of stories.

So here is my idea.


The Galactic Underworld
The Galactic Underworld is a faction that consists of various groups all operating in the criminal-laden underworld of the galaxy far far away. The goal of the faction is to offer a place for both criminal and law enforcement characters to come together and create stories. This faction consists of several small groups who each have their own unique identity. What these groups share is the desire to write in the underworld, whether as the criminals causing havoc or the law enforcers trying to protect and serve.

Sub-Groups of TGU: (more can be added if people have other interests)

Night Fangs
The Night Fangs are a pirate group that operates in the Underworld. They are known to be ruthless in their tactics and hungry in their desires to obtain the all-mighty credit. These rogues would attack, rob, or commandeer ships as they saw fit throughout the galaxy. While their actions are inherently illegal, the morals of the various pirates vary considerably. The one thing that binds this group is the desire for riches and adventure.

League of Bounty Hunters
The League of Bounty Hunters are individuals who primarily work to capture or kill fugitives and others with a bounty on their heads. As mercenaries, they are also known to do other jobs for the right price, including the protection of clients. League members are clever, resourceful, and relentless, making them very dangerous to those with wealthy enemies.


Galactic Department of Justice

The Galactic Department of Justice is a lawfully neutral division of police and other justice serving individuals who desire to uphold the laws and protect the citizens of any planet in the galaxy. The GDJ does not get involved in galactic politics, choosing instead to protect and serve wherever they are needed. Any planet or system may invite the GDJ to assist on a mission or help citizens.

While other agencies are more military the GDJ is at its core a very strong police force and other representatives of the criminal justice system. The group consists solely of non-Force-using individuals who take an oath to uphold the laws of any planet, system, or civilization they serve. These individuals do not work for any government. Many of the members were the best and brightest of famous law enforcement agencies such as CorSec, who were drafted to serve the galaxy as a whole. While this group will not fight a war for you, what they can do is assist in cases such as theft, homicide, terrorism, organized crime, and relatable crimes.

Jedi Investigators
Also known as Jedi detectives, these Jedi rely on their intuition and connection to the Force to perform detective work and prevent crimes, an extension of the Jedi Order's traditional role as guardians and peacekeepers. They can be associated with any Jedi group and are overseen by the Jedi Council, but these Jedi focus primarily on the capture of criminals throughout the galaxy.




The types of characters who would fit well in this type of faction are:
Law Enforcement– These come in varieties such as beat cops, detectives, criminal investigators, forensic specialists, SWAT personnel, crime scene investigators, Marshall's, bounty hunters, medical examiners, and even truancy officers, and prison wardens. Every member of this group has sworn to protect and serve wherever the job takes them.

Legal – Upholding the law on so many different planets and systems can get complicated and that's where these characters come in. Legal characters consist of criminal lawyers, public defendants, tax attorneys, business attorneys, and other legal representatives that do their best to ensure that each citizen served is aware of their rights and that justice is truly being upheld to the highest degree.

Criminals– You can't have cops without robbers' rights? Well, these characters are the best at being bad. Whether they are locked away in one of the many prisons the GDL helps oversee, or they are currently wanted, or they are about to enter the scene the criminals are a driving


I'm open to suggestions or criticisms too. I just want to find someway to get a group of criminals together and a croup of cops together and tell cop and robbers type stories if that makes sense.

Not as this character obviously but this could all be interesting so I'll try to check back later. Or can message ragnokar on discord.

So, only one actually already made character that might work. MAYBE two. But open to making a new one for most of those groups.

Val the powermind. Probably specifically Ruk, but honestly could easily make another body just for convenience. Val is, technically speaking, a droid brain that has multiple organic host bodies. It could use droids but is actually out to experience life as an organic, basically. Ruk, to the rest of people, is a mutated Quarren with considerable cybernetic enhancements who was part of a swoop biker gang. He'd likely fit in rather well with Night Fangs or League of Bounty hunters. The other organic host, Evelyn, is a force sensitive human. Val can't sense the force properly, but due to Evelyn's knowledge and research can utilize spells and stuff to achieve the results. Evelyn could still work too Ruk just seemed more on brand. Either could fit with either of those two groups.

I'd be open to ideas for either of those two groups. I also have Roxsie V'Trechen who might join Night Fangs more out of her trying to find something to do and not knowing what to do with herself. But she's also a force user. Not a master, but capable nevertheless. Val just happened to already exist and not have much to do.

For the side of the law, there are some characters that might work but I'm just not sure about the longevity of them. Funo Civ was considered as a jedi detective but I think I ended up with basically just a better version of him when I made Anen Krae, who unfortunately would not fit here as he's just a padawan still. And not really the detective type. I'd potentially bt interested in making a character, but probably would need to discuss details for them via discord or messages.



I do technically have a bounty hunter but...he's kind of on the tier of sith lord/jedi master type power so I don't feel like bringing him into this.

Alright so I've done some digging. I'm not sure if we have enough interest for a full minor faction with only three of us but there do seem to be two options we can go for underworld type stories. Both Code Zero and The Hutt Cartel are both doing underworld stories. So we could try to get involved with them.

Or maybe we could all do a thread? Test the waters and see how it goes?

Alright so I've done some digging. I'm not sure if we have enough interest for a full minor faction with only three of us but there do seem to be two options we can go for underworld type stories. Both Code Zero and The Hutt Cartel are both doing underworld stories. So we could try to get involved with them.

Or maybe we could all do a thread? Test the waters and see how it goes?
Not completely against doing stuff with the Hutt Cartel or Code Zero but I don't really know much on either of them.

As for doing a thread, I'm alright with that. Really only have Val in that case though.
 
I looked into them because I really did not know a lot about either of them but Code Zero basically has police type characters who are also corporate owners. So it's like cyberpunk police. The Hutt Cartel is from what I can tell, basically the underworld we see in Star Wars. They have an establishing thread up where the Hutts are getting together but then they hope to move into bounty hunting etc. They were very friendly when I joined their Discord.

I am not opposed to us giving our own faction a shot but I'm not sure if there is enough interest. I may leave this up for a few more days before I make the call. It's nice to see there are a few underworld places though. I don't think its a perfect fit for the idea I had in mind but it does seem to be very similar at least.

Potentially up for either of the 3, if you do happen to get enough interest for a minor faction. Lemme know.

I'm definitely down for a thread, if not creating a whole new faction would be possible!

As Darth Prazutis Darth Prazutis said, some gritty stories would be a lot of fun!

I like this idea. I've tried in the past to do NFU characters on both sides of the law, and I think a galaxy-wide faction for this could solve the big issue that arrives with these kinds of factions, which is that they sometimes end up too niche.

But a sandbox factions made up of many different criminal factions, be it cyberpunks, Hutts, pirates, mercenaries, whatever, that are given the opportunity to write within a larger circle of writers as well as within a niche, would be awesome. Adding an overarching conflict with a galactic Interpol could only spice things up and add a deeper level for those that want it.

I think the key with something like that however would be building the sandbox and letting criminal factions (new and already existent) play in it without getting too heavy handed or railroad-y (avoiding major status obviously would be good for this). Even if you just started a law enforcement faction to oppose criminal factions you've already begun to foster a larger story for that side of Star Wars regardless of formal organization of the underworld aesthetic, and I'm all for it.

Second I think those are some great ideas! It also kinda draws the question would it be better to have 2 factions, one criminal and one law enforcement that then play off each other?

The issue for me has always been trying to fit this into a faction concept but I would like to find a way. I see a lot of corsec etc officers and I know we have criminals looking for a home as well.
