- The Galactic Emergency Response Fund is is a humanitarian fund established by the InterGalactic Banking Clan and its associates circa 860ABY. Founded as a direct response to the Bryn'adul Crisis, the GERF seeks to alleviate the issues related to mass asylum seekers in the Core, help fund defense efforts in the face of Galactic Threats, and serve as a neutral means of support to help rebuild war torn regions across the galaxy. Always driving for more efficient and timely responses to crisis, the GERF does as much as it can in the name of humanitarian aid - regardless of reputation, history, or background; to large and small governments alike.

- While the GERF does not directly claim dominion, they make efforts to sign deals with organizations across the galaxy to ensure a safe asylum to assist where needed. While on occasion armed guards are necessary, it is rare - and hiring the likes of ex-Sacred Lotus healers to both protect their doctors, and heal where they can. In addition to medical officials, various companies have signed on to donate their own assets in the effort of rebuilding, along with competent architectural AI, and workers across the galaxy. In this, the GERF also serves to invigorate local economies by training native populations, and hiring at least 70% of all work forces from the native inhabitants.
Past their efforts to solidify solid relations with local populations, the GERF also serves as a means to fund major and minor governments in their efforts to build defensive and offensive capabilities when approved against galactic crisis. While a council of participating members decides what is a galactic crisis, once approved the funds are loaned out at remarkably low interest rates to any who required - with substantial repayment programs in place to insure that no issues ever come up in regards to the funds. Additionally, debt relief is often granted for those who directly utilize the assets, or otherwise lose them, in the act of fighting galactic crisis.
Additionally, the GERF serves to promote modernization of planets often left to poverty. For instance, GERF has funded numerous moisture farmers on Tatooine to better provide for local populations suffering from dehydration. Funding companies effected by the Sith Civil war to rebuild their assets. The GERF serves strictly as a neutral participant in the galaxies affairs, and does everything it can to better alleviate the downtrodden and their woes.

- While funded by the IGBC, GERF does not hold any personal facilities besides embassies across the galaxy - of which they often have donated to them. GERF has a high turnover rate of all donations given to it, so it is rare that anything holds in the reserves for long before it is sent out to the Galaxy at large.
- Hierarchy:
- GERF answers to the Chairmen of the IGBC in matters of accounting and tax details, however they are not necessarily beholden to the will of the board. Instead, GERF is decided upon by a Council of Governors sent from large participating donors and governments assisting with the project. While the Deputy Director and the Director sit on the Council of Governors, they do not have executive privileges to decide what happens with the funds - once more in the act of nuetrality. They do this to better alleviate concerns of corruption, or malpractice with the large amounts of money that GERF carries.

While most don't require immediate funding, those that do carry their concerns to the Governors where it is then voted on its level of concern; and if deemed immediately threatening, a second vote would take place to establish the crisis as a 'Galactic Crisis'. At which point, funds would be immediately sent out to various governments upon request, with the express purpose of arming militaries. However, since this is rare, it is more often in the efforts of rebuilding civilian populations and economic damaged areas.

Most simply have to apply at their local GERF Embassy, allowing for them to be put on an emergency 'draft' order requesting their assistance if somewhere in their sector a disaster hits. Be it weather or war, the volunteers of GERF seek to provide immediate assistance wherever possible. This has helped raise their reputation as the 'Minute Men' of humanitarian funds.
For governments and corporations of small size, they apply for assistance through their local GERF Embassy. While often donations are requested, they are not necessarily required - so it is little for governments to do besides filling out the paperwork. Afterward, when an emergency happens, GERF will work through its local affiliates to provide immediate assistance with the problem; no hoops to jump through, or bureaucracy to mess with. It is for this reason that GERF was so quickly established across the Galaxy.
For large governments and corporations, they are requested to fill out paperwork on the size of their hegemony and the populations that reside within. Dues are collected for the largest of them, but all payments put within are transparently kept in secure third party funds to ensure no active Governor (or even the Directors) have access to it. This ensures neutrality again, while also providing further funds to GERF from its most financially endowed partners. Once accepted, large governments and corporations are given a semi-permanent status on the Council; only able to be taken off if they refuse to pay the yearly dues, or otherwise become a galactic crisis in themselves through acts against sentient kind.

- Climate:
- As stated, GERF is a well-received, well-intentioned company. While the IGBC has been known for its sometimes cutthroat efforts in banking, GERF carries none of its influence in how it deals with governments of all kinds. With littles in the way of bureaucracy besides the Council, and a large swath of funds, the only real 'issues' within GERF is the sometimes poor attempts at minor governments to misappropriate emergency funds away; in which case repossession agents from the IGBC can be called to retrieve the stolen assets.
- Reputation:
- Often beloved for its efficient humanitarian aid, there is little in the way of GERF serving its status as neutral in the galaxies many politics. With the hope of being represented in all major factions across the galaxy, GERF insures its status through impartial and pragmatic efforts in promoting the health of the galaxies many sentient inhabitants. Few have ill to say about GERF, despite some attempts to slander them as a 'galactism' attempt at more closely unifying goverments and peoples into a hopeful, future vision.
- Curios:
- Members of GERF often wear white - be it helmets or clothes, and an isignia of the IGBC on their chest. This better allows them to be identified, so even in war zones they are not accidently targeted; though this does work against them at times as well. Where most would see GERF helmets and think of help, some look upon them and see targets to blackmail the IGBC and its participating members; though this rarely goes in favor of the kidnappers.
- Rules:
- While GERF carries with it traditional anti-corruption guidelines, dues for the council members, and general morality rules against genocide - the nature of GERF has not set rule sets that bar any belief, creed, or species from the effort. The only exception occurs when the Council votes on Galactic Crisis, or participating members commit atrocities, be it in the form of genocide as seen on Mandalore from the Sith Empire, or orbital bombardments, such as that of Coruscant from the Sith Empire. In those instances, participating members would be ostracized and blacklisted from receiving direct funds - though it is known that GERF often employees subterfuge to otherwise assist populations in regimes that GERF is not readily accepted.
- Goals:
- From the progenies of GERF, the goal has always been to assist the sentiments of the galaxy in both crisis and helping to raise the standard of living where able. While this can change forms in how it is done, from rebuilding efforts to helping assist in defensive wars, GERF is in itself a very simple organization in its morality and efforts. Single-minded, and always pointed forward - it is an organization built on the betterment of the Galaxy in every facet it can manage.

After the Bryn’adul threat became more egregious, and in lieu of the Jedi failing to unify on a single goal, the IGBC saw fit to fight back against the galactic incursion in its own manner; much at the behest of its Deputy Director, Caulder Dune (

From this, the AI Cybele helped establish a large monetary fund from the IGBCs successful business deals, and set it aside with the intention of humanitarian efforts - with the express caveat of providing it directly to goverments and organizations that used it to fight the Bryn’adul threat. However, the scope of the fund quickly transitioned with the intent to help across the galaxy.

GERF was quickly established as a means to assist the galaxy as a whole - be it through the military supplement fund to fight Galactic Crisis, or otherwise through more simple means. Funding Doctors Without Galactic Borders, ex affiliates of the Order of the Sacred Lotus, and even various contracting construction companies across the galaxy to help rebuild warzones after large fighting takes place. In the worst cases, GERF funds are used to rebuild entire planets after large catastrophes such as that on Coruscant or Mandalore.
The fund has since been well received by the Galactic Community as a whole, with many participating members across various governments - both small and large. With this, GERF has become a nigh household name in the Outer Rim for its ability to provide immediate civilian assistance to anyone in need - and after disasters of any kind, often the first thing people look for is the iconic white helmet of GERF; well received in the eyes of refugees across the galaxy.
