As above, as a secondary storyline, the Commonwealth Systems will be aggressively pursuing a Pirate Coalition. It'll be NPC unless Pirate Chars step forwards and join us. Have a Pirate or a Rogue Spacer or criminal that you have no idea what to do with?
The plot is Pirate activity booms and suddenly they are raiding the heck out of our space lanes. Battle ensues etc. etc.
