SETTING INFORMATION
City Name
: Hurricane Landing (aka The Syvris Shadowport)
Classification: Shadowport
Location: Syvris
Affiliation: Hestilic Kajidic, Hutt Space Consortium
Population: Moderate
Demographics
: Mixed. It is open to all races, but examples of some of the more predominant ones are: Humans, Niktos, Weequay, Jilruan, Twi'lek etc. Just about what you'd expect from Hutt Space.
Wealth: Medium. There's a lot of wealth changing hands. It doesn't really have a wealthy class or slums, as people don't really settle there. It's a frequently used hub, if you're going there it's either for business or you're working.
Stability: Medium. The rule of the city is pretty stable, however small-scale unrest is common. This is a hotbed for smugglers and black market deals, most of the population are armed in some way. Disagreements happen, but rarely anything that could be classified beyond a (lethal) bar brawl.
The Hestilic Kajidic have magnanimously taken it upon themselves to ensure the security of the city, and are responsible for its leadership. They keep the shipyards clean and protect the businesses. Their philosophy is not so much to prevent murders from happening, but more to ensure that the ones who end up getting shot have themselves to blame.
Freedom & Oppression: A common theme among smugglers, pirates and other likeminded beings, is a love of freedom and a distaste for the restrictive rule of various republics and empires out in the galaxy. As such, freedom is an important pillar of Hurricane Landing, or at least the illusion of it. As long as you play by the rules, of which there are only few, you can do about whatever you want. Dissidents are beat down on hard, and this is where the illusion is tugged at the seams. The Hestilic Kajidic are the undisputed rulers of the city, and there's a healthy fear of crossing them. They collect tribute from all the businesses and have their fingers in every pie, but in return nothing is illegal, everyone are allowed, and the city is seen as a safe haven from governmental rule. A boisterous, drunken and bawdy haven of lawlessness.
Description: At a distance it is nothing more than a large asteroid. Coming up closer and from the right angle, however, will reveal the shadowport carved into the asteroid, a city on the rocks. All ships enter at the lower level, where the asteroid exposes a large hangar with various private bays throughout the landscape. Arrivals will take elevators from here to the various districts above.

The upper levels, which would be visible upon arrival, host several tightly packed buildings and large towers. Here you find the casinos, the fine hotels, and various other opportunities for the extravagant to splash their cash. Majority of the other districts are within the rock itself, in large, well-lit halls and spaces. Where possible, and in most save for the deepest zones, they have carved a path for wide transparisteel windows out into space.

POINTS OF INTEREST
The Elysium Casino
is the tallest tower of the upper levels. The structure is wide at the base and lower levels, but gets narrower towards the halfway point and continues in that fashion towards the top. The higher floors are for private higher stakes games, security and administration. At entrance level there's a large bar, and a traditional casino layout with everything a bleeding gambler's heart might desire to spend their children's money on. Elysium's basement is dedicated to an electroboxing arena, with a single caged octagon at the center and with a large seating capacity for the audience.

The Venue is the largest nightclub of Hurricane Landing. There are others, and for those who prefer the calmer bars and cantinas... Well, Hurricane Landing really is the wrong place for calm, but the Wretched Whistle, Lazy Swallow and Loophole all scratch those itches. The Venue is the placethat never sleeps, probably thanks to all the drugs its patrons are taking. It has four levels, counting the basement, and with enough alcohol to wet the dry rock. The first two levels is exactly what you'd expect from a hotspot nightclub. The second floor comes with railings along either length, and right down the middle in a narrow gap, to allow view of the first floor. The top floor is a dedicated VIP area, while the basement is for those seeking that dark, deep, underground vibe.

Stardust Resort & Spa. While not the only hotel on Syvris, it's the only that will give you the proper spa treatment, rooftop bar and a pool floor just below it to give the most complete view of Hurricane Landing! It's also the most expensive one, but hey, you gotta show people you're a big deal somehow, right? In addition to regular rooms, there's the Platinum card ones, only bested by Stardust Plus and Stardust Ultra.

The Bazar is the hub everyone comes from. It's a vast open space area within the asteroid, with several districts spread across a few floors. Speeders, antiquities, jewellery and fashion occupy the entrance area, though deeper within there's room for all manner of transactions. Arms dealing, spice trade, even slave trade though the latter being a bit trickier to find, but ask the right people and it won't take you long. Shops, stands, warehouses; you name it, the Bazar's got it. The Bazar also sports a fair few pubs and bars, which for many is a solid starting point to make contacts and get information on who sells what and where.

SECURITY
Medium

The Hestilic Kajidic are responsible for security. The shadowport's first line of defence is its location. It's not a common holiday destination, and really the only point of interest on an otherwise uninteresting asteroid. Commonly known in the criminal underworld, not so much outside of that. Residing within Hutt space and under Hutt rule, it's left to its own devices, using its Hutt-affiliation as a layer of protection against law-abiding governments and organisations.

The second line of defence is the promise of retribution should the Hestilic Kajidic be crossed. Their gangs and thugs aren't on patrol per say, but they have people on their employ all over the city who would either take action themselves, or call for back-up should the need arise. They are not there, to stop fights from happening or prevent illegal transactions, as that's all accepted as the nature of the place.

Security is heaviest around the hangars. It wouldn't do to have people fear getting their ships or its content stolen. The hangar security don't ask too many questions, but there's an increased presence of Hestilic guards and basic turrets. Only those with the right clearance codes get access to the various bays.

HISTORICAL INFORMATION
Syris used to have a shadowport, however it was destroyed in 3ABY. The rebuilding project has been a long and fairly recent one. Only in the latter stages was it taken over by one Kossak the Hutt, who oversaw the finishing touches. Since then it's been growing, and re-earning its reputation as a safe haven for pirates, smugglers and various individuals with nefarious intentions, and above all a place to do business. No goods are too hot to be moved here, and from there rises the appeal.

The Hestilic Kajidic are in charge, though one might never know it. Not that it's in any way hidden, but given the lax attitude and distaste for the word 'law', one only really see them move their muscle if one actively seek to cross them. Kossak the Hutt is the head of the kajidic. As a result of his many travels, the rule of the city is left to someone to act in his stead. Again, rule is a bit of a heavy word, as the populace self-police themselves a lot. For as long as tribute is collected from business owners, a small landing tax and a slice taken from the casinos, the Hutt sees no reason to meddle more deeply in the city's affairs. There are few to no questions asked at the gate, and no demand to disarm before entering. The Hutt only gets involved enough to allow businesses to flourish, he does not protect against stupid. Save for a humble murder tax, there's little to stop anyone from taking action against someone who looked at them the wrong way.

In its current state, the shadowport's main attraction are the various market districts, where spice, arms, bodies, and whatever else one might desire flows. The upper levels have many bars, clubs, hotels and casinos, as well as a growing shockboxing fighting scene. There's not much to speak of in regards to a native population, apart from the workers who reside on the asteroid. The hotels allow people to stay as long as they have the means, and the Hestilic Kajidic have set up lodgings for their people, but few make Hurricane Landing their permanent residence.
