The imperial government of Humbarine has turned to mass chipping as a means of population control, identity verification, and security access. Whether it is your child’s first day at school, a visit to the med clinic, enlistment in the garrison, or registration for welfare, every Humbariner will eventually be chipped. Or so that is the plan, anyway.
This method has been surprisingly successful, with an estimated 97.3% of the population having received a chip. Of course, such methods of control are not novel. Identification chips have been used within autocratic regimes in some form or capacity for thousands of years. However, the Humbarine Governorate has turned to a team of Arkanian specialists to implement an additional biosecurity layer. Whereas previously such chips could be used by anyone - so long as they were in the system - the Humbariner model actively links to the organic’s genetic code upon registration. If the chip does not sense that complex, living genetic code when scanned, it will emit a red flag signal to the system, requiring manual verification, and in some cases activating local security countermeasures as an automated response.
If one had a desire to spoof the system, they would likely have to clone a synthflesh body double of a registered citizen and insert their ID chip into it, or a perfect copy of its unique, encrypted code. Otherwise, it would probably be easier to steal the chips, break into the government's tracking system, and covertly register false identities, which would take time and strategy to pull off.
