The upper block is less ornate than the base, featuring a more utilitarian, brutalist design typical of Imperial architecture though has several landing pads to provide access for the Imperial Ruling Council. Banners of the Galactic Empire and major financial institutions line the avenue leading to the structure, emphasizing its importance as the financial hub of an ever-expanding empire.

The Imperial Treasury: Situated on the highest floors of the central tower, the Imperial Treasury is a highly secure facility. It consists of a suite of offices, data vaults, and the main office of the Imperial Treasurer. The windows here offer a panoramic view of Coruscant, symbolizing the Treasurer's oversight of the Empire's vast economic interests.
The Executive Club: A private, exclusive club on one of the mid-levels of the tower, reserved for the wealthiest and most influential financial magnates and corporate executives. It features a lavish lounge, fine dining, and private conference rooms where multi-billion credit deals are quietly made.

The Germon-Sacks Financial Center was built following the Battle of Coruscant, a significant time when the Galactic Empire, under Emperor

As the Alliance retreated from the core worlds after suffering heavy losses and being forced into a defensive position, the construction of the Center commenced at the explicit request of the Imperial Ruling Council, which recognized the necessity for a central financial hub to manage the extensive economic changes resulting from the war.

The primary objective of the new building was twofold: to establish a secure venue for the Imperial Treasurer to supervise the galactic economy, and to function as the headquarters for the significant endeavor of consolidating the various assets of the Galactic Alliance.
This process entailed auditing and confiscating assets, as well as reissuing all former Alliance currency under the new, unified Imperial monetary system, a strategy that effectively dismantled the economic autonomy of the Empire's vanquished adversaries and reinforced its financial dominance over the galaxy.
