Location: Saltühn’unshatwatne (Saltuhn), Ra'Katha

Xazzex Xivar's vessel swept down from orbit on approach for the Capital of Ra'Katha. The Empress and Viceroy of Falleen lounged comfortably in her chambers as a number of advisors went on about various matters of state and economic matters. Pests, they were, but useful ones. Much as her disposition showed a disdain toward anyone and anything outside of her own system in public, the young Falleen Empress was invested in the future of her people. And not becoming the puppet of one of the Noble Houses, of course.

Her eyes slid over the drafted documents and notes regarding the Viceroys whom Xazzex hoped to meet on this dusty world. While it was lamentable, Falleen could not steer the Confederacy on its own. There were too many other worlds all vying to know how best to proceed. Only some had garnered Xazzex's eye; though not all could be invited here this day. A small group would review the documents and then propose it for discuss and vote on the floor. Soliciting the votes of other worlds would be key to ensuring the future of their territories.

Yes, despite the saber rattling and knee-jerk reactions of so many. Xazzex scoffed at news of tariffs, sanctions, and the like being levied by others. They took the Vicelord's decree as gospel and were all abuzz about nothing. In fact, the Empress felt all the more upset not a single one of them had come to her to try and bribe her to undo this latest act. Perhaps they knew she appreciated the change of course. How many lacked the understanding of the Game in which they played? Just because she agreed then did not mean she would agree tomorrow.

An attendant informed her the vessel was on final approach, and the advisors were dismissed to their duties.

A minute passed after the ramp had lowered before Xazzex Xivar made her appearance. She looked forward to a productive meeting lacking in the bustle and noise that accompanied a full session. By the conclusion of their summit, legislation to put the mandate into action would be drafted, and ready to be submitted for vote. Legislation that could quite easily take into account all steps others had taken to date.

The sun shone over Ra'Katha, it's rays beaming down on old and new buildings alike. As trade had once begun to swell the coffers of the golden planet, its cities, Saltuhn especially, had begun to industrialize, and the new technology and architecture were symptoms of this sudden influx of commerce. More buildings were covered in construction shrouds than finished, most notably being a large building -- the soon to be academy at which Ra'Kathans would study in the ways of the galaxy -- and the pathway of a hovertrain network that would revolutionize the archaic and obsolete methods of travel primarily used by Ra'Kathans.

The gleaming Kemotar palace may be old, but it was still magnificent, a relic of a more prosperous time in Ra'Kathan history. Bastille Rommer, Kemotar and Viceroy representative of Ra'Katha, stood at its balcony, overlooking the various construction products throughout the city. From his point, perched over Saltuhn, he felt an exhilarating sense of power. There was something fulfilling about seeing the fruits of one's labor, and for Bastille, they were growing all around him.

"Mva'Kemotar," came the words of an attendant, interrupting Bastille's thoughts as he bowed low in deference to his lord. "The Empress-Lady Xivar of Falleen has arrived."

Bastille smiled. "Send her in," the Ra'Kathan words swirling off his tongue as if it were sweet-milk. "And send to the kitchens for a pot of Shajamai Tea for our guests."

The servant nodded and made off, while Bastille drew his swirling Ra'Kathan cloak around him and made his way from the balcony to a private antechamber, well-furnished and cooled from the Ra'Kathan heat. Bastille was well aware of why Xivar was here; the tariffs introduced by the Confederacy First supporting mandate, a breach of the sovereignty and duties of the Viceroyalty and the Confederacy as a whole, were sitting unrepealed, continuing to choke the life out of the Confederacy's trade. The matter of the 'Presidium' introducing legislation had been settled, but the offending acts themselves had not yet been dealt with.

But this meeting, between the representatives of Ra'Katha, Falleen, and Fondor, would soon aim to change that. Bastille also hoped to gather more support for his hyperlane network initiative, and Falleen and Fondor were two planets in the Confederacy well-respected and popular among politicians and the people alike.

Soon, Bastille surmised, the three representatives would all be leaving the meeting, having gained something better for their planets and the Confederacy as a whole.
