Classification: Town

Location: Arkas, just south of the former Tripoli base.

Affiliation: Silver Sanctum Coalition, Freespace Rangers.

Population: 7,500.

Demographics: 60% human, 15% Twi’lek, 5% Rodian, 20% misc. As liberated slaves are settled here, the population is overwhelmingly young, and with an exaggerated proportion of females, as high as 65%. The males were usually of miscellaneous races used for labour or for backroom work within cartels. Peoples of many major galactic races are represented in some way.
Two hundred of the inhabitants have been enrolled in a local militia, trained and equipped by Firemane officers. These help protect the town and maintain order.

Points of Interest:
  • The Harbour: Freetown’s main method of travel is via water over the atolls and reefs. The harbour has proven to be a key area not just for this but also for fishing and trading with the other inhabitants of Arkas.
  • The Battery: On the hills around Freetown are good watchposts and elevated areas. Defences are put here in case of attack, including a Keraunos Missile Turret, a Ballista and two Javelin emplacements. A bunker has also be excavated for the people to take shelter in if required.
  • The Dome: So called because of the bulging dome housing the communication gear, this central building also houses the local government, such as it is.
  • The Hanger: On the plain below the Battery, a landing field has been constructed. There, ships of up to 100m may land, but more commonly smaller dropships and transports land on three parallel pads.
  • The Clinic: Many of the former slaves have physical, mental or addictive conditions which freedom has not automatically cured. Therefore a full medical centre was established to help those in the town free of charge.
  • Farms: Surrounding the town are the farm plots where most of the people work.

Description:
Freetown is on an island near the Tripoli Reef. The initial settlement was on the northern end of the island, but has since moved down along the coast of the island with time.
A series of sealed roads connects houses to the farms, the Battery and the Hanger. Publically serviced transport runs to the major outer areas and to the Hanger as speeder ownership is low.
The centre of the town is built around the Dome, which features communications and sensor suites, and also houses the government of the town. Freetown is run by an elected council of fifty, with an inner committee of five who are the executive. These liaise with the Firemane representative if they need to request funding or capital upgrades.
Initial housing, furnishings and services were provided, but after that the settlers would start to have to rely on their earning potential. This has led some of the industrious, lucky or manipulative to acquire greater wealth than their fellows and move into better accommodations or start to hire those around them as employees. As there is such a variety of those living in town, it is invariably the educated slaves of cartels or Hutts who have the best money-making potential. Some do so with philanthropic motives, others with less noble goals.
Firemane retains only the Battery as their permanent presence, and they have twenty full-time troops assigned there to direct and train the militia and to direct the weapons there.
The site of Freetown, as well as the farming and fishing around it is profitable, and it is estimated within two years the settlement will be able to support itself barring any disasters. This is welcome, because although providing for the freed slaves is done willingly, it is a considerable expense for Firemane.

History:
For many years the planet Arkas was plagued by off-world slavers and pirates who enslaved and persecuted the local population. When they were finally driven off and the planet placed under the protection of the Levantine Sanctum the locals could finally breathe easy.
Looking at the ideal tropical lands now freed from danger, Firemane and Nantaris’ Freespace Rangers came upon a plan. Their goal was to liberate slaves everywhere, but to do so responsibly. Simply freeing the enslaved but then leaving them in their current condition would actually be worse for those people. Therefore they decided to create a new town on Arkas to house the manumitted people.
The location chosen was just to the south of the old pirate stronghold of Tripoli Base. The island they chose was protected by a reef except via a narrow channel. It received breezes and regular rainfall whilst avoiding most of the tropical storms which crossed the planet’s surface.
After the site was chosen it was cleared, the wood used for construction of the houses initially, followed by pre-fabricated dwellings as the settlement grew. The largest of the hills overlooking the town was turned into an improvised fortress with several defensive emplacements protecting the town and approaches. A bunker and tunnel system was also constructed to allow the settlers to flee danger and take shelter.

Of course, both Firemane and Nantaris were wise enough to realise that this would never be a utopia. However, issues soon arose. Taking so many people from many different cultures, species and languages and putting them into one settlement was bound to cause friction. With so many of the people born into slavery or living on metropolis worlds, the transition to tropical farming was abrupt. What’s worse, although every person received an equal allocation of land, some naturally got better spots than others, or some tried to buy up the land of others and make themselves landlords.
Faced with growing dissent, Firemane had to help relocate groups apart and restrict acquisition of land by one person or group. Naturally others complained at this point that they were being forced into a plantation system little better than servitude. Though it took considerable patience not to throw up her hands and just let them sort it out themselves, Tegaea Alcori, with Tempest as her onsite agent, managed to reach some accommodations. Henceforth the farming would be undertaken on a voluntary basis, with the ability to buy other plots, but with debt relief and restrictions on buying the land of others. Other settlers would run other areas of town including fishing, entertainment and service industries.

To protect the town a volunteer militia was formed, equipped and led by Firemane troops. These were primarily former slave soldiers and pit-fighters who could put their talents to use, though the imposition of discipline and rules was unpopular. In the end only those with genuine skills and ability to follow orders were retained. All the officers were from Firemane, but eventually promotions of existing militia members would be allowed.

As a place with very skewed demographics Freetown rapidly had to deal with a population boom. They also had to prevent traffickers and tourists coming in to try and acquire one of the many eligible female settlers. Somewhat harsh measures on who was allowed in had to be instituted, and shuttles were liable to be searched and impounded.

The Najim plant, a native of Arkas, and former cash crop of the slavers and pirates, is not grown by the settlers officially. However, since it grows like a weed natively, it has found its way into circulation amongst the settlers. Many former spice addicts found the transition to this lesser narcotic to be preferable to rehabilitation, and Firemane has not been willing to ruthlessly crack down on it.

Freetown, despite its problems, is a place of opportunity and hope. The melting pot of so many freed peoples together has undoubted strengths as well as weaknesses, and will continue to grow over time.
