Just to be clear...
Force Powers cannot be created or codified to the
Codex [
X]but please don't confuse this with being limited at to what you can use the Force for IC.
The Force is what you make of it. It's not like D & D where you need to assign specific spells like "magic missile" and that's the only accepted usage. When you're writing and developing your characters abilities think of the Force more like a multi-tool solution for unlimited ways to get the job done. It can be used to do virtually anything you need it to do IC. You just can't submit Force Powers themselves to the Codex.
You'll notice that some writers do prefer to use the named abilities on the Wookie but others just describe the effect or process of what they're doing in writing.
Both of things are perfectly okay.
I keep adding the Dathomir Magic as an example of what we're interested in and the short answer is: It's all still the Force.
Instead of using the Force in the more "common" ways IC you can 100% adjust things to have that Nightsister flair and build on a more "witchy" aesthetic versus just Jedi or Sith utilization. You would just show this through writing it out instead of trying to submit and name it.

If I'm understanding you correctly you actually cannot do this. That would count as submitting a new Force Power. You could submit the grimoire itself as a tool or a book but you wouldn't be able to use Lore to submit a dozen new versions of already existing Force Powers.
You can write it out IC as you please.
You cannot submit it.
Does that make sense?
