Sith were made to fight, be it infighting or crushing some Galactic Republic. Peace merely results in stagnation and things get boring, so Lords and upper crust political types start to plot against each other to personally expand their own domains.

On a more serious note though seriously that plot should totally happen whether there is a Sith Civil war or not. It could make for a really good story.

It is a Chiss plot not a Sith one. Which means if set up properly it can be done without any of the assassins violating any directives against assassinating OS loyal Sith.
