Faction Themes: How to make a new one?

In recent months, the ability to modify a faction page has had some interesting developments. I'm not entirely sure what term is being used for these, but they seem to me like "Faction Themes". Currently we have three choices when making/editing a Faction page.

Default - which is nothing but the same slate gray of each box.

Alien -

Sith -

I have two questions about these themes.

1.) Can I get a template size so I can create my own.

2.) How do I submit them so that they can be used?

1 & 2) Only Admins can create new templates. This is not a feature fielded to users.
