"Mesa have a question about land zoning: da blueprints mesa being in tow are for all three, but mesa understanding issa dat municipal ordinances needen to be respected. Do yousa have a map of land zoning in Siricuse for all of usen to use?" the Gungan asked.

Municipal ordinances, especially as it pertained to zoning, were one thing that was often lost in the shuffle. Mandalorian zoning was often a little loose, [member="Kami Meran"] knew as much. But [member="Elaine Thul"]? [member="Sanya Val Swift"]? [member="Jorus Merrill"]? Did any of those people know about NIMBY and how it imposes constraints on what kind of industries can be built next to commercial or residential zones? He did not expect the rather rigid ordinances he could find in First Order-land; after all, it would become a problem only at later stages. Building a city from scratch meant that the problem of ordinances only needed to be dealt with at a later stage. What Elaine will find in the suitcase is blueprints for every single type of building discussed in the earlier communications, and she will find those all in order. As for the other attendees, the Gungan will realize that ordinances may or may not have crossed the minds of [member="Darren Torran"] or [member="Natalie LaForte"], but he couldn't deploy construction crews without knowing about the municipal ordinances.

And rather than kill him she walked in the opposite direction, attempting to find a means of transport. Yes. It appeared that Duchess Elaine expected Natalie to come to her. Perhaps it was accustom to let the guest stand out in the blistering heat with the threat of being permanently disfigured thanks to her vampiric affiliation.

Eventually, she had found a speeder bike and made the convincing promise of one hundred credits to its rider for some "temporary use", meaning he would never see it again. One hundred credits was probably enough to feed his family, or keep himself from dying of boredom in an exotic underground club. Or something. Regardless of what he was going to do, she set off for the fortress that the duchess resided in.

As she arrived, she could see before her that the meeting was obviously in progress and that she was late, as per usual. "I apologize for my late arrival. I didn't get the memo that I had to meet anyon-.." holding her tongue back and giving a sarcastic smile to everyone. "All that matters is that I'm here now. What did I miss?"

Zoning, fortunately, didn't factor into what Jorus needed to do. Therefore he zoned out.

Instead, his focus found its way past new arrivals and banter to settle on [member="Sanya Val Swift"]. He tossed her a smile as she sat down near him. There'd been a time when they'd have shanked or shouted at each other on sight, but those years were long past. At some point along the way she'd turned into a friend and trusted ally. And that was a genuinely bizarre thought, but a true one.

Also thanks to all the local effort into making this city better, we have no need to worry about nimbyism yet. Though when comes to putting people into new homes, then we may have it rear it head. Though we have to cross that bridge when we get to it, though to help avoid this, we have a list of all families. We trying to keep them together, but also make sure people from different cultures, get into integrate with each other. This will be done, by making sure peoples from all worlds who moved here, go to same schools, and work in same areas. So they will all consider themselves Elysians, and not from once came from. Though this is at heart of our zoning plans, though with all good will in the world, I know we have struggles with this at some point.

Then she saw [member="Natalie LaForte"] enter the room, she smiled as some of the others business leaders where coming. I am sorry you did not the message, you are not only the only one, so I guess fault may be mine, but thank you for coming. She knew other notable people had not yet turned up, though she hoped they would later. After all the talking about city zones, seemed to made [member="Jorus Merrill"], seemed to have zoned out during the speech. She then said We can catch up anything, during the break if you wish. Her household servants, had started putting out tea, coffee and water, as well some light snack.

With the question of city ordinances being resolved, Ugohr could now have his construction crews begin excavation work on the areas that was earmarked for the buildings he planned on building in Siricuse: hospitals, social housing, police stations, the shopping mall, the factory of frozen foods, to name the main items. Now that nimbyism was out of the way, he could confidently get the buildings he was contracted for in their proper positions, in accordance to the map of city zoning that he had on hand. He went out of his way to get the instructions delivered to his construction crews as to where to deploy what, with the set of blueprints relevant for each site and their respective construction crew. Luckily they kept digital copies while the hardcopies are with [member="Elaine Thul"]. But the Gungan was a little disappointed with [member="Jorus Merrill"] zoning out while the questions relative to zoning ordinances were treated, while [member="Natalie LaForte"] has arrived a little late. And yet [member="Kami Meran"] seemed satisfied with the answer given. He couldn't tell what [member="Darren Torran"] or [member="Sanya Val Swift"]'s reaction would be, having left before he had the chance to gauge their reactions.
