Strengths:

Description: This ship is the fourth of four new escort ships for the Galactic Alliance, as per part of the recent contract. This ship is speedy and nimble, giving it a wide array of uses.

I'm assuming that you're talking about the excel guide?

This discrepancy is probably because the Excel guide groups ships as being equivalent in terms of ratings without consideration to their exact size. This normally isn't an issue. But with a ship the DSEF's size, there's a minor hiccup to consider. From the actual frigate template:
Hangar: (Please provide the amount of fighters this submission can hold in it's hangar by count of Squadrons, which hold 12 average Starfighters. The higher your squadron count, the lower your Armament and number of advanced systems should be. )
  • 200 Meters: [None: - | Very Low: - | Low: 0 | Average: 1 | Moderate: - | High: 2 | Very High: 3 | Extreme: 4]

I've been counting the DSEF-4 as being closest to the 200 meter mark (rather than the 500 meter mark) for hangar purposes. This means that there is no difference between the "Low" and "Very Low" ratings. You can't have a very low rating that counts for more ratings than a "low" rating when they're both equivalent to "0". Does that make sense?
