The Civil Service Droid is the one of the first steps in an attempt for Lord Mettallum to create a droid society that is technically free willed. These droids are meant to be essentially civilians and the basic workforce capable of doing most types of jobs with a little bit of training. As part of the planned future droid society the Civil Service Droid is considered Tier One where most future droids created by FOTM would start off as them allowing the droids to choose their own life path and if deemed appropriate be transferred to more specialized droid body. The droids themselves are pretty unremarkable made simply out of durasteel and shaped like a humanoid.
