OVERVIEW
After the Mandalorian Enclave - Galactic Alliance War, the Mandalorian Council realized that while concentrating strength on Kestri afforded protection, it also created a singular target. To ensure the endurance of the Mando'ade, the Coverts were established—a network of hidden harbors and fortified outposts spread across the galaxy to house the diaspora and protect the Covenant's "potential" far from the core territory.
IDENTITY
A decentralized network of safe harbors and industrial nodes, the Coverts are the physical manifestations of the Iron Covenant's vow to protect the diaspora at any cost.
- The Sovereign Diaspora: A network of secret harbors for Mandalorians who are far from home, acting as the Covenant's last resort in the face of catastrophe.
- Hearth-Warden Hubs: Operational centers for the Hearth-Wardens, providing the logistical support needed to police the "veins" of the galaxy and protect minority coverts.
- Restricted Sanctuary: Access is strictly regulated to preserve secrecy; they are the ghosts of the Mandalorian nation, existing everywhere and nowhere at once.
- Variable Scales:
Ranging from a single safehouse in a hive-world sub-level to massive subterranean coverts housing thousands of warriors and foundlings.
COVERT CLASSIFICATIONS
I. The Hidden Refuge
“Seen only by those who know the Way.”
The primary residence for the Mandalorian diaspora, hidden from the eyes of the galaxy and the local governments alike.
- Identity: Secret harbors designed to support local foundlings and provide a permanent, if invisible, presence on a world.
- Protocol: Secrecy is the primary defense. If a refuge is irrevocably compromised, it is abandoned immediately. They are not military fortifications but cultural anchors.
- Population: Usually supporting a few hundred Mandalorians, though some rare "swollen" refuges hold thousands.
II. Sovereign Bastions
"The wall that does not bend."
Unlike refuges, Bastions are overt military fortifications meant to hold ground or protect vital assets.
- Identity: Hardened outposts located near strategic resource caches, "Silent Forges," or hyperlane beacons.
- Protocol: They are defended by the Forge Wings and are meant to be the anvil upon which the Mythos Fleet can strike.
- Population: Primarily military personnel and industrial laborers, numbering in the hundreds.
III. Silent Forges
"The sparks of the future, hidden in the smog."
Hidden manufacturing hubs dedicated to the "Chains of the Foundry" initiatives.
- Identity: Subterranean foundries or derelict space stations where liberated industrial intelligence is put to work.
- Protocol: They produce the specialized equipment and ship parts needed for the Mythos Fleet away from the main shipyards of Kestri.
- Population: Highly specialized engineers, smiths, and their protection details.
IV. Guild Hearth
"The best shield is the one that looks like a ledger."
Legitimate businesses, trading guilds, or industrial organizations owned and operated by Mandalorians. These establishments serve as economic fronts that provide employment, housing, and legal cover for the Mandalorian diaspora.
- Identity: Ranging from shipping companies and security firms to cantinas and industrial consultancies. To the local government, they are taxpayers; to the Covenant, they are vital nodes of support.
- Protocol: They operate under the "Hidden in Plain Sight" doctrine. While they do not hide their Mandalorian ownership, they mask the scale of the diaspora living and working within their walls. They serve as the primary source of "off-books" funding for local Hearth-Wardens.
- Population: Varies by business size—ranging from a dozen employees in a local shop to hundreds of "contractors" in a large-scale logistics firm.
V. Borar-Nodes
"The blood of the stars is the iron in our veins."
Remote, often hazardous operations dedicated to the harvesting of raw materials, fuel, and rare gases necessary for the maintenance of the Mythos Fleet.
- Identity: These are high-risk, high-reward outposts located in dead systems, asteroid belts, or uninhabitable gas giants. They are the rugged frontline of the Covenant's industry, where the environment is as much an enemy as the Sith.
- Protocol: They operate under a Ghost-Mine doctrine. To the rest of the galaxy, these sites appear as automated, derelict, or abandoned corporate failures.
- Population: Sparse but highly specialized. Primarily composed of mining engineers, heavy-loader pilots, and deep-space scouts.
VI. Transient Safehouses
"A shadow in the hive, a breath in the dark."
Small, low-profile locations designed for Mandalorians in transit or operatives on mission.
- Identity: Apartment blocks, back-alley medical bays, high-profile nightclubs, or remote wilderness cabins that offer temporary respite for those moving through a sector.
- Protocol: Used by traveling Iron Covenant operatives. They offer the bare essentials: ammunition, medical supplies, and a secure comms-link.
- Population: Temporary; designed for 1–12 individuals at any given time.
