Only just stumbled upon this now but was wondering if it was too late to (kek) board this train?

May already be explained in the thread itself but was just wondering, given the premise that it is containing criminals in one of the carts (big bom bad crims at that?), what is the IC rules on people boarding the train with arms and armour?

Not too late. There are no rules for weapons as there are guards that have them too, as well as secured doors for each car of the train. Some of the other guests have weapons of their own as well as armour. So you're good.
