Description: The Contingency orders for his Majesty's Royal Military is a set of executive-level orders issued by the Commander-In-Chief (High Chancellor) and where necessary other members of the executive to the Royal Military within the context of certain dire or unusual circumstances. The Contingency Orders are generally delivered live via encrypted Holomessage though when the Orders' delivery is of the highest confidentiality they can be sent via courier to the recipient in a self-destroying pre-recorded encrypted format, those codes required to unlock the messages are generally delivered along with the recorded medium in a formal sealed envelope bearing a wax seal signifying the Office of the High Chancellor.

Reception: Reception to the Contingency Orders within the government has generally been warm as the orders themselves are usually perceived to provide adequate protection to the Lawful Government from the likes of attempted Coup attempts for example. The Contingency Orders are also well-liked as they contain mechanisms for enforcing the Constitution's Twenty-Third Amendment where the High Chancellor might become unwilling or unable to discharge their lawfully appointed duties. The Military's General Staff welcomed the orders as it provides them under the right conditions the necessary lawful protections and justification to protect their government from sedition, treason and coups. However, many Clone Assets within the Royal Military were startled to find that there was an entire order dedicated to their elimination and subsequent disposal should those among their ranks turn on the Imperial Confederated Systems.

CONTENT INFORMATION

  • Order 4: "In the event of there being a vacancy in the Office of High Chancellor or where the High Chancellor has transmitted their written declaration to the President of the Senate and Speaker of the Assembly their inability to discharge the duties of High Chancellor In accordance with the Twenty-Third amendment's section I and II. The powers, duties and responsibilities shall be delegated to the Deputy Chancellor as Acting High Chancellor or if they too are unable to discharge these duties: President of the Senate, Speaker of the Assembly or Minister of Defence in that order until the High Chancellor transmits otherwise, to the effect of being able to resume their duties."
  • Order 5: "In the event that under the Constitution's Twenty-Third Amendment's Section III the High Chancellor is declared unfit to discharge the duties of their office by the Deputy Chancellor and a majority of either the principal officers of the executive departments or of such other body as Parliament may by law provide, transmit to the President of the Senate and the Speaker of the Assembly their written declaration that the High Chancellor is unable to discharge the powers and duties of his office, the Deputy Chancellor shall immediately assume the powers and duties of the office as Acting High Chancellor and Commander-In-Chief."
  • Order 6: "In the event that (i) The Parliament declares a state of emergency in any given or specific legal jurisdiction and (ii) that the High Chancellor subsequently orders that the jurisdiction in question be administered under Martial Law, the Royal Military shall perform and discharge the duties and responsibilities of the local executive, judiciary and legislative until the state of emergency is rescinded by parliament or the High Chancellor transmits an end to the imposition of martial law, whatever comes first at which point the Parliament shall form a provisional civil government for transition to regular civil governance."
  • Order 37: "In the event an individual who has been the subject of an arrest warrant issued by an Imperial Confederated Systems Court or wanted individual suspected to be involved in the execution or commission of a serious indictable offence continues to evade capture, Royal Military personnel shall be authorised by the High Chancellor, Deputy Chancellor or acting High Chancellor to coerce a surrender from the wanted individual through the threatened mass arrest and threatened execution of Non-Citizen Detainees. Local Commissioned and Non-Commissioned Officers in the local jurisdiction where this Order is issued shall have the discretion to summarily execute any suspected unlawful combatants."
  • Order 65: "In the event of (i) the Deputy Chancellor and majority of Government Agencies declaring the Commander-In-Chief ( High Chancellor) to be unfit to issue orders under Section III of the Constitution Twenty-Third Amendment, and (ii) an arrest warrant for a serious indictable offence being issued for the High Chancellor's arrest by an Imperial Confederated Systems' and an authenticated order being received by the Royal Military's General Staff, All Commissioned Officers and Non-Commissioned Officers shall be authorized to detain the Commander-In-Chief, with lethal force if necessary, and command of the Royal Military shall fall to the acting High Chancellor until a successor is appointed or alternative authority identified by the Senate."
  • Order 66: "In the event of Commissioned Officers acting against the interests of the Imperial Confederated Systems in a suspected attempt to commit treason and dissolve his Majesty's Lawful Government, and after receiving specific orders verified as being delivered with authorisation from the Commander-In-Chief (High Chancellor, Acting High Chancellor), Royal Military Commissioned and Non-Commissioned Officers will detain and arrest the suspects with lethal force if necessary and flag-level control and decision-making will revert to the Commander-In-Chief with the Defence Minister as their deputy, until a new General Staff can be appointed."
  • Order 67: "In the event that the Royal Guard acting against the interests of the Imperial Confederated Systems and after receiving specific orders verified as coming directly from the Commander-In-Chief (High Chancellor), All Royal Military Commissioned and Non-Commissioned Officers will be authorised to detain or liquidate those Royal Guardsmen with lethal force if necessary and all property associated or belonging to the Royal Guard within the Imperial Confederated Systems' jurisdiction shall be immediately seized under exigent circumstances, and personal protection detail and other responsibilities discharged by the Royal Guard shall revert to the Royal Military's Army Royal Corps of Military Police or Imperial Security Bureau."
  • Order 76: "In the event that Royal Military clone materiel engage in widespread suspected incidences of sedition and treason and after receiving specific orders verified as coming directly from the Commander-In-Chief (High Chancellor), All Royal Military Personnel shall be authorised and obligated to disarm and detain all clone materiel with lethal force if necessary pending the outcome of an investigation by the Imperial Security Bureau. Non-Commissioned Officers and Commissioned Officers shall be authorised and possess discretion to liquidate severely malfunctioning clone materiel."
  • Order 104: "In the event that the professional military or lawfully employed paramilitary personnel serving a foreign power in a defence agreement with the Imperial Confederated Systems either breach the defence agreement or egregiously and obviously engage in operations or acts which results in severe damage to the Imperial Confederated Systems' national interest or Royal Military and upon receiving specific orders verified as coming directly from the Commander-In-Chief (High Chancellor), all Royal Military personnel shall be authorised to engage, detain or destroy lawful targets and combatants belonging to the foreign government subject to Order 104."

HISTORICAL INFORMATION
  • The Contingency Orders for His Majesty's Royal Military has its' historical basis in surviving manuscripts of the Contingency Orders for the Grand Army of the Republic from when Emperor Sheev Palpatine I was still Supreme Chancellor Palpatine of the Galactic Republic. The Imperial Confederated Systems' parliament passed the Royal Military Contingency Orders Act 856 ABY which possesses one-hundred and fifty different contingency orders authorising the Commander-In-Chief and where appropriate other individuals as necessary to issue these executive-level orders to military personnel within certain emergency situations. The orders themselves possess several clauses designed to protect his Masjesty's Lawful Government from armed uprisings.
