Constitution of the Sovereign Realm of Naboo

Historical Preamble & Foundation

We, the citizens of the Sovereign Realm of Naboo, in recognition of our enduring heritage, democratic ideals, and dedication to peace, do hereby establish this updated Constitution. This body of law stands as the ancestral foundation of modern regional democracy; the foundational principles and legal frameworks contained herein, originally drafted under the Kingdom of Naboo and the Royal Naboo Republic, were formally adapted to serve as the blueprint for the High Republic's overarching Charter of Unity.

As the historical heart of the Mid-Rim, we affirm our commitment to planetary self-governance, the absolute prohibition of slavery, cooperative military defense, and the preservation of light-side principles against foreign exploitation, dark side influence, and tyranny.

Article I: Governance and Structure of the Realm

Section I: System of Government

The Sovereign Realm of Naboo functions as an accountable constitutional monarchy integrated into a democratic framework.
  1. Planetary authority is distributed across three primary leadership bodies:
    • The Sovereign: The elected ceremonial monarch and Head of State.
    • The Voice of the Houses: The elected leader and representative of the Royal Houses.
    • The Royal Advisory Council: The executive administrative cabinet overseeing planetary operations.
  2. Interstellar legislative representation is maintained through a dedicated Senator sent to the High Republic Senate.
  3. The historical principles of the Royal Accords continue to govern planetary law, guaranteeing that Naboo upholds sentient rights, diplomatic integrity, and democratic governance across all provinces.

Section II: Core Rights and Planetary Standards

Naboo maintains absolute adherence to the standards set forth in both its history and the Charter of Unity.
  1. Naboo guarantees and requires:
    • Democratic representation and protection of all sentient rights.
    • Total abolition of slavery, human trafficking, and systemic oppression.
    • Freedom of expression, philosophical thought, and open political dialogue.
    • Active cooperation in interstellar trade, environmental stewardship, and mutual defense.
  2. The Realm refuses diplomatic recognition to any regime maintaining state-sanctioned slavery, genocide, or authoritarian rule. Naboo reserves the right to offer asylum, humanitarian aid, and diplomatic backing to legitimate resistance movements seeking democratic reform from oppressive regimes.

Section III: Institutional Autonomy of Force Traditions

The Order of Shiraya and the reformed Jedi Order are recognized as independent spiritual, philosophical, and peacekeeping institutions.
  1. Separation of Noble Power and the Force: To prevent the concentration of spiritual and political authority, any member of a Royal House or Force tradition wishing to run for royal office or hold legislative state positions must formally renounce their rank and standing within their Force order prior to entering the race.
  2. Military Service: Force sensitives who enlist in the Royal Naboo Security Forces branches serve under standard civilian and military command chains, adhering strictly to standard rules of engagement regardless of spiritual rank.
  3. Emergency Defense: In times of planetary invasion, dark-side incursions, or existential crisis, the Realm may request the assistance of the Jedi Order and allied traditions for strategic defense, evacuation, and humanitarian protection.

Article II: The Sovereign and the Royal Houses

Section I: Eligibility and Election of the Sovereign

  1. The Sovereign shall be elected directly by the citizens of Naboo from a candidate pool provided by the recognized Royal Houses.
  2. Candidates must satisfy the Noble Standards:
    • Provide verified proof of lineage or recognized marital alliance within a Royal House.
    • Maintain absolute loyalty to Naboo and the constitution with no affiliation to dark side orders, cults, or hostile foreign powers.
    • Adhere to the traditional name-changing covenant upon candidacy, signifying the surrender of personal interest in favor of civic service.
  3. Upon election, the Sovereign assumes a seat in the Republic Senate alongside the planetary Senator to represent Naboo's voice on the galactic stage.

  1. The Sovereign serves a term of six years, with the eligibility for re-election once, serving a maximum total of twelve years.
  2. The office of Sovereign is strictly non-hereditary and derived from the democratic mandate of the people.
  3. Should the Sovereign be incapacitated or unable to fulfill their duties, the Voice of the Houses shall assume ceremonial duties and interim leadership until an election is convened.

Section III: Role of the Voice of the Houses

  1. The Voice of the Houses is elected solely by the noble council of the Royal Houses of Naboo.
  2. The Voice serves as the second-in-command to the Sovereign, responsible for:
    • Managing noble affairs, land distribution, and ceremonial protocols.
    • Advising the Sovereign on tradition, diplomatic alignment, and aristocratic consensus.
    • Representing the noble alignment within planetary legislative sessions.

Article III: Executive Administration and Interstellar Representation

Section I: Executive Governance

  1. The Sovereign retains ceremonial state authority, cultural ambassadorship, and emergency advisory rights, but does not act as absolute Head of Government.
  2. Operational governance and sector policy implementation are managed by the Royal Advisory Council, composed of specialized ministers overseeing key planetary sectors including education, finance, defense, science, and Gungan relations.

Section II: Legislative Alignment

  1. Interstellar legislation, federal referendums, and Republic floor debates are managed by Naboo's elected Senator in coordination with the Sovereign.
  2. Legislative proposals brought before the Republic Senate must adhere to procedural rules, requiring floor debate, formal sponsorship, and voting in accordance with Republic standards.

Article IV: Defense, Ethics, and Military Conduct

Section I: Justifications for Military Action

The Sovereign Realm of Naboo prioritizes peaceful diplomacy. Military force is authorized strictly under the following conditions:
  1. Direct self-defense against planetary invasion or territorial aggression.
  2. Fulfillment of defensive pacts and Republic coalition obligations.
  3. Targeted defense against Sith incursions, dark-side cults, or hostile syndicates threatening regional stability.

Section II: Code of Military Ethics

  1. The Royal Naboo Security Forces must strictly adhere to the Laws of Armed Conflict. The following actions are strictly prohibited:
