Uukaablis ranked high among Coalition members; their medical and shield technology was second to none. They'd done a lot of good in the process, and made a lot of money.
Nobody resented the Uukaablians, largely because even at their most successful they bought local. They'd paid for a gorgeous meeting room in Toronis, a city on Karideph. They would back whatever decision their delegates made, including Jorus. And they'd advertised the procurement process in as open-ended a way as possible:
