      • As a government of refugees, the CSAD is rather unstable, given they are essentially colonizing an icy moon. Even with the support of the broader Suarbi System Republic and the Rimward Trade League, there is still immense amounts of collective trauma and uncertainty in the population.

      • While slowly improving, there is no quick way to recover from the destruction of a homeworld, diaspora, and then forcible disintegration by a previously friendly government. The survivors who managed to flee to the far side of the galaxy often do not have much of their own and are in the process of building a new society.
  • Freedom & Oppression: As per Suarbi and League laws, there is a lot of freedom within the Dependency, creating a new, hybridized culture between the old aristocratic nature of the Chiss and the more rough-and-tumble egalitarianism of the League. Overall, there are very high amounts of freedom in the CSAD and neither Suarbi nor the League directly rule, as long as the fundamental laws and rights are upheld.

For the most part, the ninth moon of Suarbi 7 has been overlooked, except for a few eccentric prospectors eager to be away from the more populous parts of the system and didn't mind the endlessly freezing cold. Even as the Suarbi System Republic expanded beyond the original moon colony of Suarbi 7/5, Suarbi 7/9 was bypassed in favor of other, more hospitable worlds. That changed, however, after the Brotherhood of the Maw destroyed the world of Csilla and the Empire purged the Chiss for the suspicion of their roles in an armed insurrection.

With the Rimward Rescue Service traversing the width of the galaxy to rescue what survivors they could find, the League took on the responsibility of helping them find a home where they could live. After examining the various planets and planetoids within their area of operations, Mya Jesel volunteered the moon Suarbi 7/9, given its close similarity to the ecosystem and climate of Csilla. Recognizing they were not the usual immigrants, she commissioned a special committee within the Suarbi legislature to work with the Chiss coming into the League from the Core and Unknown Regions to devise a plan.

They settled on a semi-autonomous dependency, with the same fundamental principles of freedom, liberty, and equality under the Suarbi System Republic constitution and the League Charter as the base. The CSAD would have almost complete domestic autonomy and its own representative in the Trade League Council, but would remain part of the Suarbi System Republic for foreign affairs. The only caveat was that inhabitants of the CSAD were guaranteed the same protections and rights as everyone else and that League criminal laws would still apply.

While initially very small, the CSAD grew after the Chiss rebellion against the Empire and the subsequent reprisals, buoyed by further refugees and freedom fighters looking for a sympathetic home, although it is still one of the smaller states within the Suarbi System Republic.
