SETTING INFORMATION
  • City Name: Caer Reef
  • Classification: Village (Aquapolis)
  • Location: Commenor
  • Affiliation: Commenor System Alliance (previously); Silver Jedi Concord (currently)
  • Population: Heavy
  • Demographics: Less than 1% Human/Near-Human. Predominantly aquatic or amphibious species; Nautolan, Mon Calamari, and Quarren.
  • Wealth: Low. The denizens of Caer Reef all lost their homes, their livelihoods, and many their families when the Sith razed their planets. As such, the populous is still struggling to reconstruct their lives. Many seek alms and assistance from the nearby Jedi Enclave, while others look to the cities of the Commenori for possible employment.
  • Stability: Medium. First and foremost, this is a community of refugees. They look after their own and also one another. Originally founded as a shelter for Nautolans, Caer Reef opened its doors to those able to escape the devastation of Mon Cala at the hands of the Sith, but has struggled somewhat to integrate the two new cultures into the community, leading to three very distinct ethnocentric divisions within the aquapolis.
  • Freedom & Oppression: The Nautolans, Mon Calamari, and Quarren practice their native cultural rites without limitation or curtailment from the Commenori government or the Silver Jedi Concord, with the aquapolis mayor often serving as the arbiter of disputes that cannot be resolved by the individuals concerned. Children of Caer Reef refugees, both Force Sensitive and Non-Force Sensitive, have the option of free education at the Commenor Jedi Enclave, in addition to home schooling and schools within the aquapolis. The exception to this are practices deemed unsafe to the community, and suspected Dark Side activity is reported to the Jedi to determine if investigation is warranted.
  • Description: A village community beneath the equatorial oceans of the planet Commenor. Originally settled by refugees from Glee Anselm, the aquapolis has since been significantly expanded by the addition of Mon Calamari and Quarren fleeing from the Sith Empire's rule of Mon Cala.
POINTS OF INTEREST
• Kit Fisto Municipal Building
. The central spire anchoring the center of the settlement. The upper part contains a local spaceport, with lily pad-like landing bays that can accommodate small craft and light freighters. The building also contains the government offices for the elected mayor and staff responsible for the administration of Caer Reef. The building is pressurized in part to allow for non-aquatic visitors.

• Glee Town. The original structures and neighborhoods, constructed by the Nautolan expatriates fleeing from the Sith orchestrated war on their homeworld.

• The Reef. The newest neighborhood pods, expanding Caer Reef with the addition of housing projects designed to accommodate the addition of Mon Calamari refugees. These communities float in shallow depths, typically between 9 and 18 meters depth beneath the surface.

• Quarren Grotto. Synonymous with the slums, the Quarren grotto is a neighborhood housing project in the deepest part of the settlement. Receiving the least amount of natural light and subject to greatest atmospheric pressure. Its reputation as a slum is not deserved, but the result of the fact that the Mon Calamari avoid those depths.

SECURITY
Low
. Security is handled by the Caer Reef Sheriff's office as a small, localized police force. Ray shields separate pressurized areas from those open to the aquatic environment. Primarily, Caer Reef relies on its location to protect it from outside attack.

HISTORICAL INFORMATION
The galaxy celebrated the collapse of the One Sith, but the damage had been done by the time the defeat had been dealt to the Sith. Glee Anselm, along with innumerable other worlds, had been scoured. It's people used in political power games between acolytes, fueling the competitions that formed the favorite entertainment of the Dark Lords playing their apprentices against one another. In the wake of the Sith occupation of Glee Anselm and the Anselmi Civil War that followed, many Nautolan fled in hopes of discovering some safety elsewhere in the galaxy. Many died in the attempt. A scant hundred managed to make their way to Commenor -- a predominately arid environment that featured meager oceans.

Securing land in the equatorial oceanic region, those Nautolan refugees built a fishing village that allowed the refugees to form a self-sustaining community of subsistence farmers. Over the next several years, the fishing village evolved into a hamlet that the Commenori began referring to as Caer Reef.

The settlement was significantly expanded with the sudden arrival of refugees from Mon Cala, both Quarren and Mon Calamari. The addition of the shallow water Mon Calamari has caused a bloom of suburban planning, with affluent underwater communities popping up in the pod neighborhoods encircling the coral reefs around the settlement. Meanwhile, the abyssal dwelling Quarren expand Caer Reef downward, building further into the lightless reaches and hidden depths where the Nautolans only rarely venture.

Minor matter, but I think you mean expatriates, meaning people who reside in a country other than their native country (or in this case planet).
