Admiral of the Ghost Fleet
It was very rare that the second fleet returned to Kashyyyk's system. THe world was alright, the system fine but there was the Seoul and other stations that had been established. She was here to meet up with some fo the other admirals and to see what their ideas for the flets was. She was beginning some refits and new models for different fighters. TO vary and improve the Second fleet. THey had been doing a few things in terms of ship systems both offensive or defensive. THe fighters were going to be something big they pushed making them more styled here. The starter of the fleet came out of hyperspace. THe Jedi shadow decloaked as it looked upon the hyperspace network itself. Scans and everything in the interdiction fields that they passed through.

She stood on the bridge of the ship as the patrol destroyers were moving around. Two omni classes stayed overhead and finally they were cleared as the ship passed and finally it came. The Windsor, sleek and blocky but it served as far more. A better place for a meeting if needed while they had been going around and using it along with what they wanted to test out to train students. "Admiral we are within range." She gave a nod and stood within her uniform. The saber on her hip when she could see the other ships coming to dock and look at the massive area above. She had been working on and bringing up for the other admirals. She knew a few of them had plans or styles that were very different compared to her.

She was walking and could see what they were doing here. She went to one of the prototype shuttles they were trying to get. Nightshadow hull, large hold. THe Stealth U-Wing would be ideal for getting soldiers down to a planet and she turned looking at the hold of the Jedi's Shadow. The Stealth gunships that could act as escort were being loaded up and she could see the walkers that were within the sides. The engineers were working on it. She entered the shuttle and two of her aids who went with her stood in their uniforms. One from the economic watch circle in their white uniform and from the starfighter corp to see to the refits and development of their fighters. "What reports do we have to show.?"

The aid from the starfighter corp stood there with the datapad bringing it up. "We do, we have been using the tengu as a base model to serve as a balanced fighter type within the Second fleet. We have seen markable improvement in the advanced B-Wing/SE that we will be turning into a hybrid type. Using the starfortress design to turn it into a faster heavy bomber that can be unleashed upon enemy position. We have been testing the microjump drive of the Stealth E-Wing to improve its ability to slash and run against larger ships. The LAAT/S that we have been working to have stronger escort gunships for going from space to ground or to function as transports to increase how many people can get transported."

She gave a nod there while the ship was going to what would be the big meeting place. It had been organized to try and well get them to cooperate and give some ideas to each other while they would also be able to build plans for the future of the fleets. She had Windsor to report on, show it if needed but with the likes of Kiso or Alyisa who were Imperial trained much like her. THey had brought that to the second fleet with precision and order but they didn't press old imperial ideals such as dedication to training, education and selective candidates as opposed to what she saw where anyone could join some of the other fleets if they knew the person.Sala'dine was looking at it when they finally arrived and she continued forward walking down the lines of Space Rangers on deck.

She was maybe one of the few who kept around and used the rangers who had been set up to act as ship based security and protection. Some who were skilled could work as and had been going through the flight schools as had others. The galaxy she knew was full of war and that caused damage and strife. If you gave them the chance you could get families who wanted a better life and kids or teens who were orphans. A little guidance and they could be trained to be loyal soldiers and pilots over in her opinion often rag tag groups who just did as they wanted.. but that was what the other fleets and admirals could handle. She'd run her fleet in the way that best utalized their skills.

She had finally arrived at the main chamber and it was circular. A spook in the middle of the room with walkways leading up to a table while hardlight projectors could be around the room. To show for each of them and the table itself was smooth duraplast having an interface for each of them in the fleets as well as any who might be interested in coming to give naval input. She stood there in the uniform though with her hands behind her back while listening to some of the aids who stood behind her. "Do we have any information on equipment?" She got a nod. "Yes admiral, we have the abyssal going out and there is the variable bomblet generator we developed." The two of them were looking at the datapads to bring up all of the information.

WINDSOR STATION - KASHYYYK
Stepping out of the LRAD-OR that had brought him to the station, Rick began to walk towards the meeting area.
Recently, his Sixth Fleet had grown substantially. The successful Valiant and Valor supercarrier classes had been rapidly distributed through the Silver Spacy, with the first of the latter carriers being the secondary Sixth Fleet flagship. Already, the second was pending ownership and the third was being built in Centurion Station, which, like Windsor, was in orbit of Kashyyyk. The Matter Pull Cannon had proven itself to be an extremely powerful weapon, using matter itself as ammunition for a beam capable of punching through even the thickest of fortifications.

Many new projects had begun - most of them soon to leave experimentation and become a reality. A corvette with special-purpose repair cannons had been proven successful at healing the hulls of other vessels, while tesla cannons and direct missile-interception lasers showed excellent potential. As Rick entered a large circular meeting room, he was snapped out of his thoughts. Raising his voice, he quickly introduced himself.

"I'm here. Rick Kaloo, of the Sixth Fleet. I am willing to share my ideas."

These days, Jessica had more army duties to tend to than naval duties, but she was still nominally the Eighth Fleet commander, and as such, she From her understanding, the First Order could no longer trouble the Silvers since they were dealing with troubles near their Wild Space home sectors under the form of Ssu-ruuvi, which meant the main potential enemy remaining was the Sith Empire. It made very few improvements in hardware terms, not enough to compel her to commission extras that [member="Rick Kaloo"], [member="Sko'saht"], [member="Gir Quee"] or even [member="John Locke"] didn't already do, and, from New Holstice, they appeared not to make any real improvements in skill terms either. Sith: they always behave the same at war. Too much emphasis on special operations, too much emphasis on Force-rank. Even then, special operations = Sith proper to them. Surely one reform-minded Sith or two would harbor the dream of besting me in battle, while in command of a fleet or an army. But she knew that the Order's most celebrated commanders were daunting prospects to engage for virtually any dark-sider admiral. And yet, the most senior naval commanders were physically assembled in one place - a very risky move, but not one [member="Sala'dine"] would make without ensuring the security of the attendees. She was a little nervous... almost as much as if she was engaging a new enemy.

"Equipment is one thing, torpedo bombers are ready to enter active service, but let's not forget who could our potential enemies be. If they are still the same factions, minus the First Order, then we should be cautious but not be complacent about it"
 
There was something about the view of Kashyyyk from space, a green gem shining brightly in the black velvet of space that always took John's breath away, and it wasn't like it was a rare sight. His duties took him to Kashyyk several times a month, the Helios streaking down for a meeting before he was off to catch up on the ever-expanding network of his business. The man paused, resting one hand against the side of the ship before stepping out into the station, to be honest, the ship was more of a home for him than his actual home these days. A small smile played across John's lips as he made his way through the corridors of Windsor station, nodding at the others who had already arrived as EX took his customary place behind the cyborg.

The collection of Admirals in the room were impressive, and the discussion had apparently already started before he'd arrived. John settled back into his chair, letting his eyes roam over the room as he raised a hand. "It's important to examine the potential enemies we see now, but equally we need to consider the enemies who we don't see. The new enemies that might arise, that might bring new tricks with them. Perhaps it's not so important to look towards the enemies we know but instead to look at ourselves, what weaknesses we can see, how we can improve and do better." The tactic had helped him several times when working on a project, a way to figure out how to improve a product, and just cause he used it as a business trick, that didn't mean that it wasn't going to be an effective tool for the military too.

Earlier, in the recent past...

"...as much fun as a bantha in a rancor petting zoo."

Ariela hesitated for a brief moment as they strolled through the station's corridors, "Do the rancors do the petting there? Or do people try and pet the rancors?"

Gir snorted, "It's more of a free for all sort of thing. A messy affair. But that's besides the point. It's probably a meeting long overdue. As much time as I fret over our static eastern defenses, the truth of the matter is that a strong, mobile fleet is one of the better defenses that we can invest in."

"And what are you going to present to them?"

Gir briefly turned and gestured at a pair of armored humanoids shadowing him from a short distance. To the casual observer, the members of "The Admiral's Fist" would appear to be common soldiers. But in reality, the 'soldiers' were actually biomechanical battle droids. Gir thought about bragging somewhat of that achievement before he remembered who he would be bragging to: a prototype of the project that had resulted in the synthetic soldiers.

"But I'm not sure if that's really something that I should present. I'm sure the others will probably more directly applicable advances to present."

The doors to the conference center whisked open, and Gir promptly took his seat at a hardlight projector, with Ariela Captisan sitting down next to him. She promptly pulled out a datapad to jot notes down on for appearance's sake, while his pair of bodyguards from the Admiral's Fist assumed guard positions right behind him. As other admirals and rangers filtered into the room, the blonde man began to brood over the challenges facing the Silver Jedi's Fleet.

In the present...

Admiral Quee listened intently to the presenters. He was little surprised he overheard that [member="Sala'dine"] was at the forefront of some technological push. While the man had had little interaction with [member="Rick Kaloo"], he had heard that the mon calamari had been field testing new technologies, including several new large warships classes. That was undoubtedly good, and he had not met a successful battlefield commander who didn't like having options and surprises available for their use. Yet he couldn't help but find himself in agreement with [member="Jessica Med-Beq"] and [member="John Locke"], perhaps because he found himself mentally preoccupied on a more conceptual basis rather than focusing on specific technology developments. The man from Hast waited for the room to quiet after Locke had finished speaking before he cleared his throat.

"Technological advantage is one avenue that we need to consider in our plan for strategic readiness," started Gir, "but grand strategy, tactics, training, politics, and logistics should also be being weighed in our thoughts as we discuss these matters. It is all well and good that we continue to develop new weapons, but personnel need to be trained how to properly use these weapons. Perhaps even more importantly, as commanders, we need to understand how to properly use these weapons to their fullest capabilities and develop standards of operations for their use in our own fleets.

It strikes me that many of us are barraged by daily duties and responsibiities that are unique to our own commands. I could present to all on the difficulty in raising up local defense forces on our Eastern borders, but I would doubt that the local commander here at Kashyyyk has the same concerns, and even if he did, the exact same specific problems or politically acceptable solutions to these problems. Our enemies know this, and if nothing else, the Sith historically have a penchant for finding and exploiting any weakness. But an unknown enemy, one that we can't even consider conceptualizing, could be doing the very same thing right now. So the question that I pose to the room then, is if I were a Sith Imperial admiral or even the Sith Emperor himself, what would I try to exploit right this instance? Not only technological mind you, but from a cultural and logistical standpoint as well..."

She looked at the others who had joined as they sat down. Each one was very different in approach and similar. THough she was curious and planning to bring up a few things. The subject of training and education came to her as she tapped on the table and pulled up a hardlight display of the Windsor. The planned mobile station and so much more. "Educaion, training these are something I have considered. THe second fleet has become something different though with [member="Kiso"] and Alyisa under my command and some ideas from Negata we have former training and eucation of the IMperial levels."

She waited to see reactions but spoke further. "We are not pushing Imperial doctrine however from my observations of the navy resources we have also allowed anyone who wants to fly or thinks they are an ace to have a ship. No question about former training or if they know what they are doing. The Windsor will serve that purpose acting to the standards of an academy. Displace individuals from war torn worlds, people who sign up because they want something else then to be on their worlds. All can be accepted and with intense training, education we will distill the finest cadets for flight training or send them to ground forces."

She waited a little more and brought it up. Second fleet had the benefit of being well Imperial trained, they were pilots, officers, marines in the ships with the skills and education to be rounded in other things. "Formal educations for all, from flying to medicine and leadership training. We have been recruiting as we are not assigned a formal section of space." That was the other thing, second fleet being the Ghost Fleet meant they went everywhere and no where usually to some of the shipyards and testing facilities that had been set up for among many things prototype fighters. "We have also been looking back at certain prospects."

Now was the fun part. Fingers bringing up the Line of fighters they had developed and were developing. "My engineers have been applying some doctrine of over engineering the ships. THe sstudents are encouraged to come up with scenarios that could happen from the discovery of a secondary centerpoint like station to encountering and having to fight a target such as Zenoma Sekot. It led to the construction of the abyssal autocannons. Designed to tear into fortifications on the ground with bombardment or smash into a fleets larger ships." She brought up the design and their Tengu StealthX.

"We have also been looking to revamp out fighters, with nightshadow and full stealth packages like on the tengu we can have variable fighters to fill our hangers." She was expecting some resistance maybe... they were all different minds after all and having a stealth fleet able to move around was helpful but few talked about it. THankfully she had biot rangers and marines who were more reclusive and didn't need to be around the others as often. Helped with prolonged tasks outside and away from just about anything. "Sadly though with the recent development, our engineers within the chiss have gone silent. The testing facilities we had access to thanks to the old Atrisian empire are dark."

She shook her head. "But facilities at Seoul are still active and producing. As is stations from the unknown regions not held by the first order." She was looking at what they might be able to do after thinking about what and how to address the others ideas. "Formulating for what can happen though, future attacks can be helpful but don't overthink what might be coming. We have plenty of threats from likes of the Mandalorian Empire, Sith, Jenari and from all rumors going through the fleet the NEw Republic doesn't look at us fondly. Others are important to note, I have encountered one or two from the first order and there was some skill but nothing to worry about so far."

She more had been interested in well the first order engineering aspects. Looking at it they had taken a lot of the empires technology and improved upon it, even their methods for getting loyal soldiers and understood that a soldier wasn't just replaceable but a valuable asset you needed to make sure was loyal and well trained to preform to the best of their capability. They had looked at the chiss engineers for beign able to take apart and rebuild substantially better technology and the grand army of the republic that got equipment, ships and vehicles that were over engineered and designed to be vastly better then most anything else.

Rick took a seat and watched as the other admirals filled in.
They each addressed their own points - Bombers, stealth tech, internal security and grand strategy. But Rick felt as if it was his turn to contribute his own ideas.

"Recently, my company and fleet has begun working on a variety of new technological projects, that could potentially make the current Sith and Imperial weaponry obsolete. I will keep these ideas classified due to the potential for moles in the station. However, I will say this. Our rates of success have been incredible, and we are fully capable of entering fleetwide production."

"The Matter Pull Cannon is an example of a Sixth Fleet success. Incredibly durable and able to weild matter itself as fuel, it can fire beams rivaling those of superheavy turbolasers at a twentieth of the energy requirements. Its only drawback, its indiscriminate nature, could soon be countered, allowing it to be fitted onto warships."

"It is not quantity we are looking for as a naval power - hordes of starfighters and picket carriers have simple counters. Rather, it is quality. The more powerful our individual vessels are, the better they will be able to support other warships as part of a larger fleet. The recent advances the Second Fleet has made in stealth fighters already shows the power of quality. An enemy you can't detect will always strike you by surprise."

She was looking at the plans Rick had brought up some of the others had brought their ideas as well. Sala'dine had a few other thoughts. "An interesting weapon, I know some of our more experimental ships have tried to get unique weapons." She had a Tof weapin installed on the Shadow. The flame projector was intense compared to many things as it was meant to burn in space and melt ship hulls. "We have experimented with anti-matter pods from some of the bioships we discovered. They had been harvested from the sentient ship... ahh ship." With a look omn her face though she remained there.... with some other admiral like Kisep she might have socialized more. Outside of here though... "We should also look towards some of the more... personal things. I know the Silver Jedi welcome everyone but I have reservations with some of the policy where we gave advanced craft to untested pilots that apeare and disappear a week later."
 
John nodded, leaning forward in his chair as his eye flicked over the technology hungrily. This is what he loved about these meetings, the way that everyone could work together to develop their edge. "I haven't really spent much time working on large scale weapons," he allowed gesturing at Rick, "I should probably work on that. Especially as the galaxy moves, the last weapon we developed was the Helios cannon, a proton beam cannon designed to actually bend in space, to be able to angle itself to cut through more than one enemy ship in a direction that they could never have expected. I...never really got a chance to use it in combat yet, but the trials were very promising. I do like that technology that includes a surprise, or an angle that no-one expects, it's something that can give us an advantage but, like you all said, training people to use it properly is increasingly important." Sliding back in his chair the man nodded at Sala'dine, "what would you suggest? We could lock some of the more specialised ships away until such a time as someone asks to use them, to seek out permission first but, are that many pilots who take a ship and vanish? I didn't realise it was such a major problem."

She looked at him. "Not for me, second fleet only allows those who have goes through training before being allowed. Alyisa has been instrumental in her understanding and we have worked on. With KIso assigned the second fleet has a command structure and I ahve been conferring with the former Grand Admiral Kisep a former colleague from the Imperial Remnant." She raised an eyebrow. "We have seen reports of the silver spacey or whatever flavor of the week the name is. We seen some join and fly for one mission then in a week they are working for another government because they were offered a promotion or their own command. Loyalty is not respected only personal desires. We let soldiers serve at their pleasure instead of at command and that extends to if they want to take anything with them when they go or inform about any secrets they suddenly have high level clearance for to anyone."

John tilted his head to the side, "We have to balance that with the ability to provide a new admiral or general with all the information they'd need in order to properly utilise their forces," he pointed out. "Would I like it if everyone stuck with us when they join, of course but I understand that not everyone might want to, and I certainly don't plan to force them to stay. It' is unfortunate that they take whatever intelligence they have gleaned with them when they leave, but certainly, the vessels of the navy are safe. They are, after all, in effect on loan from the companies that produce them to the Navy and can't really leave without permission. If this is a common issue then certainly we should increase our security levels on our ships but I wasn't aware of people absconding with assets without permission. 1st fleet commanders all undergo training and need experience before they take command, but then I don't think any of our admirals are jsut going to give ships away to people with no experience at all."

"Sedition, treason, desertion, sabotage these are just okay with you on the grounds "We don't force people to stay." Any military on a planet in the galaxy would except at the bare minimum loyalty from their people who are serving." She looked at the man and was aghast mostly because the idea was stupid... by that logic any of the people in this room tomorrow could literally join the sith, take all of their knowledge and be given a 'good luck in your new position' with no... consequences. It let her just sit there looking at them. "At least now I see why Grandmaster Crieff gave the second fleet its purpose." She remained there though and was honestly trying to figure out what should be shared now. If anything it made her want to push the second fleet back into stealth mode and back into space.
 
"If I may, I know that personnel loyalty is an issue, especially if the billet is either high-ranking or highly specialized. I knew vetting was part of the game when promotions to commissioned status are in play, and also assignments to special forces, and other specialized positions that required specific security clearances, too"

If what I heard about the CIC is correct, they aren't too different in space from how the FO used to operate since most of their leadership were ex-FO personnel. As such they have a similar set of weaknesses, then again sometimes trying to address a weakness one can exploit may as well leave us open to someone else, she thought. [member="Sala'dine"] had valid concerns about personnel loyalty, and so did she, and somehow [member="John Locke"] seemed to downplay some of those issues. Jessica knew that, if one's tide was shifting against you, the temptation of treason was great. Plus John was on to something: in her experience, nepotism was so rampant in dark-sided factions that sometimes they could put inexperienced officers in positions they would be unable to assume. Less likely to happen here, but still somewhat possible.
 
John sighed, leaning forward in his chair to stare at [member="Sala'dine"], forcing his voice to be calm and even. "Do we have a problem with vast numbers of people stealing information and technology and running away that people forgot to tell me about?" The man nodded over at [member="Jessica Med-Beq"] and smiled, "General Med-Beq is absolutely correct before anyone is promoted to a high-ranking position or a position where they're on the cutting edge they have to run through our security procedures. We've all been there and had to do it, it's how we got where we are, but once we're there do you really want to tie people's hands by only letting them see part of the picture? Do you want someone doing the same to you?" The cyborg sat back and shook his head, "If I'm going to send my crews into harm's way then don't they deserve to be commanded by an admiral, by a general who has access to all our intelligence and technology?" The arched an eyebrow, "You're absolutely right, any of us in this room could defect and take a bounty of knowledge with them, but I don't intend to, do you? I don't remember the last time an Admiral or a General left like that. Who are the people who've left, or who're planning to leave like that. Do we really want to live in fear of that?"

She looked at him and there was something there but her voice came out. "Ice, Maiden, Draco, Solaris, Jairdain, Tempest, Firemane the entire company, Celiana. I remember and pay attention to the names of traitors who have fled and who have returned." She said it and there were a few others. The main general who had convinced the silver jedi to work with SPaarti to make clone reinforcements for the rangers. He had fled and taken the divisions of soldiers to wage war against them. Her fingers drummed though as she looked at him. "We have had plenty of security breaches because we welcomed others with more then open arms and paid for it. Losing the entire fleet except the RAC and Will of the FOrce for instance. That was why Grandmaster Crieff set up several admirals to make sure no one of us had enough capability to repeat such an act."

"You mean Jairdain and Celiana who are now both valued members of the Order?" John shook his head and rested one hand on the table, palm up. "I understand where you're coming from and I agree that it's a concern, but at the same time you have to think who do we want to be? The First Order, The Sith Empire, all of them compartmentalize the information available to people, but I'm not sure we want to emulate them. It's good to be aware of it, of the potential for people to switch, and to have security checks in place, but wouldn't you rather foster an environment of equals? Somewhere we can all come and feel trusted and valued? That's more likely to keep people here than anything else."

"Yes imagine their position from traitor to valued member changes when the right people get put in charge." She said it and looked at him. THis conversation would do little sadly popularity and knowing the right people did a lot more to advancing then merit. It was a good reason why she trusted a few to keep things safe. "The first order trained their people from birth like the old jedi to get loyalty and didn't welcome people back with a regime change because that person made a joke for the successor. THey actually held people accountable so yes in some ways I would prefer to emulate them." She remained where she was. "I would rather base things on merit and work then just knowing who to talk with and pal around with." She almost snorted remaining there solving little and offering even less in terms of solutions. THis was almost a mistake she would say except it gave her a better idea of who she worked with and mentalities. "As to your environment of equals... your enhancements make you physically stronger then most of us at this table. Are you going to start carrying weights to make yourself equal to us? No you are not an idiot, equality of opportunity, the chance for everyone to progress on their merits and actions is ideal and great but it is not always the reality. If we know the right person we can be elevated far faster, if one is popular they can be given more opportunities. THat is the sad reality we all exist in. So I will work within that system and try to make sure the lazy and simple doesn't become standard."
 
"If I may, the potential to defect is greater if we make a bad decision, in which case they may switch in protest of that decision in question, or we are placed in an unfavorable context. Much like Ozzel seemed to get more sympathetic to the rebels after he was asked to commit atrocities on Teardrop that he didn't agree with. No system is perfect, of course, but just because today's context is not unfavorable enough for defection to be a risk, doesn't mean we shouldn't review the security checks we currently have. Oh and not only the Sith does, in fact, compartmentalize information in ways that may not be in their best interest, they are also having some problems with favoritism, especially with skill appraisal for merit purposes being subjective"

Yes, she knew about the League of Voss and these were extremists that left the Order because they feel they were abandoned by the leadership of the time, including herself, unfortunately. However, [member="John Locke"] came in after the whole League of Voss episode, but [member="Sala'dine"] was rather loquacious on the topic. Then again, even though Jair had the schematics of the mortar that was named after her, she made no use whatsoever of the mortar, presumably because Sith had no clue as to how a mortar can even be used and when. If anything, it shows that stealing schematics to a new piece of hardware is of no use if the party that has them has no idea of how it works or when to use it. That was the main thing she had that could have compromised us. Celiana didn't seem to have a high-impact defection, or bring with her items that are otherwise difficult to replace, she thought, when the question of Jair and Celiana came, having personally known both girls, both before their defections and after their return. She acknowledged that late entrants were also more at risk from a loyalty standpoint, but she believed the benefits to be worth the risks.

The door slid open and a Verpine entered the room in his usual heavy armor minus the SJO symbol. Plain black the only pieces that really reflected the light was the shatter pistol in it's shoulder hostler and the radiation grenades on his belt. Taking off his helmet and stroking his antenna as he scanned the ground he nodded. It seemed that everyone who needed to be here was at the meeting. This was good, he'd been planning to go over anti-starfighter doctrine since the SJO did need to reassess their assets with the inclusion of the Verpine's newest Star Destroyer and possibly see about getting more weapons pylons on future starfighters. "I am sorry for being late, my shuttle from Roche was delayed. Now what did I miss?"
 
John nodded at [member="Sko'saht"], nodding at the two women settled around the table, "No problem, we're just sitting here talking about security concerns and how we should mitigate any problems if someone should decide to leave the order and our fleet and the benefits of various kinds of meritocracy. [member="Sala'dine"] just made a good point about nurturing the right talent and helping them develop their skills as we go. Which is a good idea, we give everyone the most equal start we can but you're right, some people will excel, and others will find their skills don't let them make it so high up the chain." The man inclined his head at Sala'dine, "It's good to elevate the right people, but we have to give everyone the same chance to start right? Fairness mixed with merit."
