Question Beyond the Void Mandate

I had a question on Mandate #17 - Beyond the Void.

As written, my understanding would be that when declaring an invasion the faction with that mandate could declare an effect such as “The Force is suppressed” or “X technology does not work.”

However, can that effect be changed from invasion to invasion. For instance, could it be used to suppress the Force in one invasion, but then two months later be used in a different way in a different invasion. Such as “all Ysalamiri based technology does not function during the invasion”?

P.S. - follow on question: does the artifact have to be submitted to the codex or factory?
 
The rules as written are: "This Major Faction owns an artifact that can be activated in one of two ways during an Invasion or Annihilation."

It is my understanding that this means it can be changed in each invasion to one or other of the effects. You may not have both active, but you choose one at the start of an invasion and that affects that invasion.

Whilst the factory and codex is usually voluntary, if you are choosing this mandate I would say yes it does need to be subbed and approved in the same way a superweapon does for an annihilation. This gives your opposition understanding on how it works.

  • Strength: This Major Faction owns an artifact that can be activated in one of two ways during an Invasion or Annihilation.
    • It can dampen the usage of the Force, nullifying it to negligible levels.
    • It can dampen the usage of any announced technology, forcing ships down from the sky.
  • Weakness: The artifact can only be used while this Mandate is active.

If both MFOs have to discuss allies and terms prior to the invasion starting, why would a Factory sub be needed when this can be easily discussed between both MFOs of the factions, and allow flexibility in storytelling?

Limiting the framework to a single sub with a fixed factory standard restricts creativity. Instead, this can be easily discussed among Major faction owners in a collaborative way about what sort of story they want to tell, as per what is already established in the mandate itself.

If the codex and factory systems are voluntary, then allowing invasion terms to be defined at the outset of each announcement would provide clarity while still maintaining flexibility. It would make it easier to adapt to different narratives and stories without requiring a mandated substructure.

Given that the High Republic is the only major faction using this mandate and has already been running ongoing roleplays in a way that prioritizes flexibility and story over rigid factory or codex subs, I would respectfully request that this determination to mandate a factory sub be reviewed.
