A truce with the GR

As it stands the OS and the GR are in a truce until July. This will give us and them some breathing room to consolidate our territories, defenses.. ect. This also gives us a pause in the endless dominions that most of the time devolve into the ooc thread being covered in drama to the point of overflowing.
