The Golden Empire was the idea of one man: Tilarnus Janpelle.
An idea to bring together like minded Imperial Warlords, with a figurehead to lead them. Why waste resources combating one another for influence, when they could be better spent protecting your own assets, with personal comfort in knowing you had several compatriots with the inclination to pursue mutual benefit by sticking together. The pretense of government existing solely for the benefit of the aristocracy, and a means of hiding their atrocities behind endless bureaucracy.
Power is split between individual warlords (or, Moffs), responsible with overseeing their own territories, and kept in check by an appointed Grand Moff (or, de-facto overseer) at Tilarnus' behest, tasked only with reporting to him directly.
Warlords vye for influence and the Emperor's attention, lobbying the Senate (which serves largely only to reflect the concerns of the Warlords and their domains rather than passing actual productive legislation) for their own benefit, levying taxes and manpower from their domains and providing a proportionate sum to their Emperor in return.
Tilarnus keeps control of his Court, which oversees the day-to-day administration of the Empire at large, helping to maintain the feudal structure. Of course, this isn't the only thing Tilarnus has a hand in. Various departments exist within the Golden Empire, just as they would within any centralized state, each overseen by their own Directors, and again overseen by an appointed 'Chief Director'. Tilarnus too keeps his own personal army and navy, and in times of conflict the individual Warlords of the Golden Empire and their resources are folded into the chain of command.
However, should any warlord get too greedy? In steps in the Black Hand, the 'secret police', if you will. On paper they don't exist. In practice? If you end up on their black book, you'd best hope you're given the chance to be taken off it. Their sole objective being to ensure the continued stability of the Golden Empire, and that the right people are in their positions. The Hand remains fanatically loyal to Tilarnus, thanks to his most loyal servant, Vidorr Berand.
The result? A self-regulating system barely holding itself together. One man's fantasy turned into an abomination closer resembling that of an organized crime syndicate than a government.
Yet the question remains: What is your place in it?
