THE IRON PROTOCOLS
Edict of the Hegemon
Issued by, Imperius, the Lord Indomitus, Hegemon of Zakuul, Warmaster of the Indomitus Legion
Let it be known and etched into the records of the Realm eternal: the age of weakness is over. In fire shall we be reborn, and in iron shall we endure.
§1 PURPOSE AND IMPERATIVE
(1) The Iron Protocols are hereby enacted to consolidate the Eternal Hegemony of Zakuul as the indomitable foundation of a new order.
(2) The Protocols establish a comprehensive doctrine of militarisation, industrialisation, and ideological consolidation to secure the future dominion of Zakuul and Iokath as the twin cores of imperial rebirth.
§2 MILITARY-INDUSTRIAL REFORMATION
(1) All sectors of the economy on Zakuul and Iokath shall be restructured under the auspices of the Iron Sun Mandate, overseen by the Imperial Legion Corps of Engineers.
(2) Priority shall be given to:
a. Shipbuilding, arms manufacturing, and automated war production.
b. Development of mechanised and cybernetic warfare technologies.
c. Full labour conscription into military industry where deemed necessary.
(3) Civilian enterprises are hereby subject to requisitioning under military law, and all guilds, corporations, and trade bodies shall swear oaths of service to the Hegemony.
(4) Vandemarian Techwrights and all its subsidiaries are either directly or indirectly incorporated into the Imperial Legion Corps of Engineers.
§3 CONSCRIPTION AND MILITARISATION OF SOCIETY
(1) Universal Conscription is hereby instituted on Zakuul and Iokath for all citizens from the sixteenth cycle of age.
(2) The Lex Valoris shall be made the central tenet of civic life:
a. Martial training shall be integrated into all tiers of education.
b. Social status shall be awarded based on military merit and devotion to the Hegemony.
c. Civilian militia structures shall be formed in all cities and townships, operating under planetary command.
(3) Cultural institutions are to be reformed to reflect pro-Imperial, Neo-Imperialistic ideology - glorifying order, strength, and loyalty to the Warmaster. Unity through strength is proclaimed.
§4 FORTIFICATION OF THE CORE WORLDS
(1) The worlds of Zakuul and Iokath are designated Fortress Worlds.
(2) The following shall be constructed or expanded:
a. Planetary shields, orbital defence arrays, subterranean bunkers, and anti-orbital artillery networks.
b. Castle Rhobar on Zakuul, Castle Gotha on Iokath and the Indomitus Citadel on Zakuul's moon to serve as command citadels for the Indomitus Legion and training academies.
c. Long-term war stockpiles of weapons, fuel, rations, and cybernetic components to be established at all major strongholds.
(3) Entire biomes shall be designated for live-fire exercises, survival training, and war games. Civilians shall undergo readiness drills at regular intervals.
§5 ESTABLISHMENT OF THE INDOMITUS LEGION
(1) The Indomitus Legion is founded as the supreme armed force of the Hegemony, answering directly to the Warmaster.
(2) The Knights of Zakuul are hereby disbanded. Their remnants shall be reorganised as the Indomitus Praetorians, forming the elite arm of the Legion.
(3) All former Knight assets, vessels, and command structures are to be transferred to Legion authority without exception.
(4) The Legion shall consist of modular, high-autonomy battle groups capable of planetary conquest and sustained operations across multiple sectors.
(5) Its ethos shall be of total war, uncompromising discipline, and eternal loyalty to the Hegemony and the Imperium-to-come.
§6 IDEOLOGICAL FOUNDATION AND IMPERIAL DESTINY
(1) The Eternal Hegemony declares the following ideological foundation, binding upon all citizens, institutions, and military formations:
a. The strength of the realm lies in unity, discipline, and obedience to Imperial Supremacy.
b. The Hegemony shall forge a new realm, free of the decadence of the Old, inclusive of all species loyal to its doctrine.
c. Opposition shall be brought to heel not by compromise, but by conquest.
d. All inhabitants of Zakuul and Iokath are instruments of this destiny—by will or by reforging.
(2) Any doctrines, cults, philosophies, or movements contrary to the Iron Protocols shall be declared seditious and eliminated without trial.
(3) The Eternal Hegemony strives to bring about an age of a New Empire. Should any successors be established and recognised, the Hegemony will pledge its support to those at the discretion of the Hegemon.
§7 RATIFICATION AND ENFORCEMENT
(1) This Edict is to be enforced immediately upon proclamation.
(2) The Legion Command [LEGCOM] are hereby empowered to enact any measures necessary for compliance.
(3) Disobedience is treason. Treason is death.
So decrees the Eternal Throne. So begins the forging.
