PREAMBLE
By authority of the Galactic Empire, and in recognition that the state must endure beyond any single sovereign, capital, fleet, governor, throne world, or command hierarchy, the following Protocol is established as a final instrument of Imperial preservation.The Galactic Empire is not constituted solely by its capital, its throne, or its present government. It is constituted by the lawful continuity of Imperial sovereignty, the obedience of its officers, the discipline of its armed forces, the function of its ministries, the command of its sectors, the loyalty of its citizens, and the supremacy of Imperial law.
Should the Empire suffer catastrophic fragmentation, decapitation of central authority, collapse of recognized succession, unlawful seizure by cultic or foreign interests, or the rise of competing Imperial claimants, this Protocol shall preserve the legal and institutional framework by which the Galactic Empire may be restored.
The state shall outlive the sovereign.
The law shall outlive the capital.
The Empire shall outlive its fall.
ARTICLE I
PURPOSE
The Continuity Standard Protocol exists to identify, preserve, recall, classify, consolidate, and restore all surviving instruments of Imperial authority in the event of catastrophic Imperial fragmentation.Its purposes are:
- To preserve the legal continuity of the Galactic Empire.
- To prevent the dissolution of Imperial authority into warlordism, separatism, military privatization, dynastic pretension, or ideological corruption.
- To recall surviving Imperial officers, governors, fleets, armies, garrisons, ministries, intelligence cells, archives, research commands, industrial assets, and civic institutions to lawful classification.
- To distinguish loyal continuity organs from unlawful claimants, compromised commands, rebel infiltrations, Sith or Jedi subversions, criminal appropriations, and private military seizures.
- To restore provisional Imperial command until full sovereign authority may be re-established.
- To ensure that no remnant, claimant, cult, conspiracy, or local military authority may permanently usurp the name, symbols, assets, or legitimacy of the Galactic Empire.
ARTICLE II
CONDITIONS OF ACTIVATION
The Protocol may be activated only under terminal fragmentation conditions, including but not limited to:- The destruction, occupation, isolation, or unlawful seizure of the Imperial capital.
- The death, disappearance, incapacitation, or illegitimate replacement of the Emperor without recognized succession.
- The collapse of functional authority between Imperial High Command, the Office of the Grand Vizier, the Grand Moffs, and the Imperial Ruling Council.
- The existence of multiple rival Imperial governments claiming exclusive legitimacy.
- The subordination of Imperial institutions to non-Imperial cults, foreign powers, criminal syndicates, rebel authorities, Jedi conclaves, Sith orders, or private military juntas.
- The loss of verified command continuity across a majority of Imperial sectors, fleets, or oversector authorities.
- The reduction of the Empire to isolated remnants incapable of mutual recognition, lawful classification, or centralized command.
Where authentication is disputed, the first duty of all Imperial personnel shall be classification, not rejection.
ARTICLE III
LEGAL PRINCIPLE OF CONTINUITY
The Galactic Empire shall not be considered dissolved by defeat, occupation, interruption of succession, loss of capital, fragmentation of territory, or temporary failure of central command.No local commander, Moff, admiral, governor, minister, intelligence director, military junta, dynastic claimant, Sith Lord, Jedi authority, corporate power, or foreign government possesses lawful authority to declare the Empire extinct.
All Imperial assets remain Imperial property until lawfully reclassified.
All Imperial ranks remain subject to review.
All Imperial commands remain subject to audit.
All Imperial worlds remain subject to future restoration.
All Imperial oaths remain binding unless lawfully revoked by restored sovereign authority.
ARTICLE IV
THE RECALL DIRECTIVE
Upon activation, all surviving Imperial personnel and institutions are ordered to identify themselves to the nearest authenticated Continuity Authority or recognized Imperial command node.This includes:
- Naval commands, task forces, ship crews, shipyards, depots, and orbital stations.
- Army commands, garrisons, armored formations, occupation authorities, and military academies.
- Stormtrooper units, training cadres, special operations formations, ceremonial guards, and security detachments.
- Moffs, governors, prefects, ministers, magistrates, administrators, and sector authorities.
- ISB cells, Imperial Intelligence networks, counterintelligence offices, secure archives, and active or dormant field assets.
- COMPNOR bureaus, civic offices, youth organizations, propaganda ministries, political reliability offices, and ideological cadres.
- Research commands, military laboratories, classified projects, biological containment sites, weapons divisions, and scientific archives.
- Treasury, production, agriculture, mining, energy, logistics, and industrial authorities.
- Force-sensitive Imperial personnel, Inquisitorial cells, artifact custodians, esoteric containment units, and anti-Force detachments.
- Any authority currently in possession of Imperial materiel, records, codes, personnel, or symbols.
Failure to report after receipt of lawful summons shall constitute suspicion of unlawful retention.
Failure to submit to classification after verified notice shall constitute defiance of Imperial continuity.
ARTICLE V
CLASSIFICATION OF IMPERIAL ASSETS
All responding persons, units, institutions, and territories shall be classified according to the following standards:CLASS I — CONTINUITY LOYAL
Verified loyal Imperial assets retaining valid command discipline, intact records, recognized ranks, and no evidence of hostile subversion.Disposition: Immediate restoration to service.
CLASS II — PROVISIONAL LOYAL
Assets demonstrating Imperial loyalty but lacking full records, current command legitimacy, material readiness, or doctrinal conformity.Disposition: Conditional restoration pending audit, reassignment, or standardization.
CLASS III — ISOLATED HOLDOUT
Assets separated from Imperial command for extended duration, with uncertain doctrine, local adaptation, or degraded institutional discipline.Disposition: Inspection, political review, and gradual reintegration.
CLASS IV — COMPROMISED
Assets showing evidence of foreign control, rebel infiltration, Sith or Jedi manipulation, criminal entanglement, corruption, unlawful experimentation, or command irregularity.Disposition: Investigation, containment, purge, or supervised correction.
CLASS V — UNLAWFUL CLAIMANT
Any person, council, military command, cultic authority, dynastic pretender, or local government claiming Imperial sovereignty without lawful continuity recognition.Disposition: Diplomatic warning, political isolation, intelligence penetration, military neutralization, or conditional recognition upon submission.
CLASS VI — IMPERIAL PROPERTY IN HOSTILE POSSESSION
Imperial ships, archives, weapons, research sites, planets, officers, citizens, military codes, or industrial assets held by rebels, foreign powers, criminal syndicates, cults, or private forces.Disposition: Recovery by negotiation, seizure, covert action, or military reclamation.
CLASS VII — IRREDEEMABLY CORRUPT
Assets deemed impossible to restore without unacceptable risk to Imperial continuity.Disposition: Destruction, liquidation, erasure, or permanent quarantine under sealed authority.
ARTICLE VI
PROVISIONAL COMMAND AUTHORITY
Upon activation of the Protocol, and until the restoration of uncontested sovereign authority, provisional command shall be exercised by recognized organs of Imperial continuity.Such organs may include:
- A surviving Imperial Ruling Council.
- A lawful Regent or Provisional Sovereign Authority.
- A confirmed Grand Vizier or acting civil executive.
- A Central Committee of Grand Moffs or surviving oversector authority.
- A conclave of authenticated Grand Admirals and Grand Moffs.
- A Continuity Directorate established through valid archival seal and military recognition.
- Any emergency authority confirmed by concurrent recognition of military, civil, intelligence, and sector command elements.
Provisional authority exists to restore the Empire.
It does not exist to replace it.
ARTICLE VII
THE THRONE AND SUCCESSION
The Imperial Throne remains the supreme symbol of galactic sovereignty.In the event that no uncontested Emperor exists, the Throne shall be considered preserved, not abolished.
No claimant shall be recognized solely by bloodline, military force, Force sensitivity, Sith title, Jedi sanction, planetary acclaim, personal charisma, or possession of former Imperial territory.
Recognition of sovereign authority shall require lawful confirmation by restored Imperial institutions, including military command, civil administration, sector authority, intelligence verification, and continuity review.
Until such recognition is achieved, all sovereign functions shall be exercised provisionally in the name of Imperial continuity.
The Empire may endure without an Emperor.
It may not endure without law.
ARTICLE VIII
PROHIBITION OF CULTIC SOVEREIGNTY
The Galactic Empire recognizes no mystical order, cultic hierarchy, Force tradition, religious command, or esoteric allegiance as a lawful source of sovereignty above the state.The Force may be studied.
The Force may be contained.
The Force may be regulated.
The Force may be weaponised in service to Imperial authority.
It shall not rule the Empire.
Jedi crusades, Sith dominions, rogue Inquisitorial conclaves, prophetic movements, artifact cults, and other Force-aligned political formations shall be treated as destabilizing entities subject to surveillance, containment, exploitation, correction, or eradication as circumstances require.
Force-sensitive Imperial personnel remain servants of the state and are subject to classification, oversight, and command discipline.
No lightsaber, vision, bloodline, prophecy, or title shall supersede Imperial law.
ARTICLE IX
DUTIES OF GRAND ADMIRALS AND GRAND MOFFS
Grand Admirals and Grand Moffs, as supreme military and territorial authorities of the Galactic Empire, are bound by special obligation under this Protocol.Their duties include:
- Preservation of Imperial fleets, sectors, populations, records, and military infrastructure.
- Refusal to recognize unlawful dissolution of the Empire.
- Maintenance of command discipline during succession failure.
- Prevention of warlordism, private seizure, separatist declaration, or personal dynastic rule.
- Protection of Imperial archives, shipyards, academies, depots, and communications relays.
- Submission of all surviving commands to continuity classification upon activation.
- Cooperation with legitimate Imperial reconstitution efforts.
- Suppression of hostile cultic, rebel, criminal, or foreign attempts to exploit Imperial fragmentation.
- Preservation of the chain of command until lawful restoration of central authority.
- Recognition that their power derives from the Empire and remains accountable to it.
A Grand Moff who preserves a sector for the Empire is loyal.
A Grand Admiral who makes the fleet his throne is a traitor.
A Grand Moff who makes the sector his kingdom is a traitor.
ARTICLE X
THE BUREAU OF STANDARDS
The Imperial Bureau of Standards shall serve as the principal authority for classification, verification, rank review, administrative conformity, material audit, registry restoration, and doctrinal standardization under this Protocol.Its mandate includes:
- Authentication of Imperial ranks, offices, seals, and commissions.
- Review of military records and command legitimacy.
- Standardization of uniforms, insignia, registries, fleet codes, unit designations, and administrative titles.
- Audit of remnant claims, restored commands, and surviving institutions.
- Certification of Imperial property and recovered assets.
- Classification of cooperating, suspect, compromised, or hostile Imperial-descended entities.
- Referral of irregularities to the ISB, Imperial Intelligence, military command, or the Inquisitorius as appropriate.
It shall determine whether the records are true.
The Empire shall determine what is to be done with them.
ARTICLE XI
INTELLIGENCE AND SECURITY ENFORCEMENT
The Imperial Security Bureau and Imperial Intelligence shall protect the Protocol from internal decay and external manipulation.Their duties include:
- Detection of rebel infiltration.
- Identification of foreign intelligence activity.
- Investigation of false Imperial claimants.
- Surveillance of compromised officers, governors, ministers, and military commands.
- Suppression of sedition, corruption, sabotage, and unlawful separatism.
- Verification of dormant cells and continuity archives.
- Penetration of rival Imperial claimants where necessary.
- Coordination with the Inquisitorius regarding Force-aligned threats.
- Prevention of Sith, Jedi, criminal, or foreign seizure of Imperial continuity mechanisms.
The enemy is decay.
ARTICLE XII
MILITARY RESTORATION
All surviving military forces of the Galactic Empire shall be subject to recall, review, reclassification, and restoration.The Imperial Navy shall preserve strategic mobility, orbital supremacy, fleet integrity, shipyard access, and command projection.
The Imperial Army shall preserve planetary control, garrison authority, armored formations, occupation capabilities, and surface warfare doctrine.
The Stormtrooper Corps shall preserve elite combat discipline, ideological reliability, shock assault capability, and the visible authority of Imperial power.
The Starfighter Corps shall preserve interception, superiority, patrol, carrier operation, and fleet defense functions.
No Imperial military formation shall be privatized, surrendered, locally nationalized, or placed under foreign, cultic, criminal, or dynastic authority.
All Imperial soldiers remain instruments of the state.
ARTICLE XIII
MINISTRIES, INDUSTRY, AND RESEARCH
The restoration of Imperial authority requires more than ships and soldiers.Upon activation of this Protocol, surviving ministries, industrial authorities, scientific bureaus, and special research divisions shall preserve and report all Imperial assets under their control.
This includes shipyards, mines, energy grids, agricultural supply chains, treasury reserves, production lines, weapons laboratories, scientific archives, biological containment sites, classified projects, strategic stockpiles, and construction infrastructure.
The Imperial Department of Military Research and all subordinate classified divisions shall be subject to sealed continuity review. Projects deemed useful shall be preserved. Projects deemed compromised shall be contained. Projects deemed unrecoverable shall be destroyed.
Imperial science serves victory.
Imperial industry serves order.
Imperial production serves the state.
ARTICLE XIV
RELATIONS WITH OTHER IMPERIAL ENTITIES
Upon activation of the Protocol, surviving Imperial-descended entities shall not be presumed hostile by default.They shall be contacted, classified, and evaluated.
Such entities may include remnants, successor states, military holdouts, isolated governments, dynastic restorations, provisional councils, naval juntas, Moff-led sectors, ideological movements, or other forces claiming Imperial heritage.
Responses may include recognition, treaty, alliance, integration, joint command, audit, containment, political competition, military rivalry, reclassification as unlawful claimant, or suppression.
The purpose of the Protocol is restoration, not needless fratricide.
However, no entity may claim immunity from Imperial review by invoking Imperial history while refusing Imperial law.
ARTICLE XV
ENEMIES OF CONTINUITY
The following shall be considered enemies of Imperial continuity:- Rebel authorities in possession of Imperial assets.
- Foreign governments attempting to dissolve or appropriate Imperial institutions.
- Criminal syndicates holding Imperial military property.
- Sith or Jedi authorities claiming command over Imperial organs.
- Rogue Moffs, admirals, or governors refusing lawful classification.
- False claimants manufacturing Imperial legitimacy.
- Corrupt officials destroying records to evade review.
- Military formations privatized for personal rule.
- Intelligence cells operating without verification.
- Research commands concealing unacceptable contamination.
- Any force attempting to prevent the restoration of Imperial sovereignty.
Where correction is impossible, they shall be removed.
ARTICLE XVI
FINAL DIRECTIVE
Upon activation of the Continuity Standard Protocol, all surviving Imperial personnel are ordered to preserve assets, maintain discipline, secure records, protect citizens, report to lawful authority, and prepare for reclassification.No officer shall mistake isolation for independence.
No governor shall mistake stewardship for ownership.
No admiral shall mistake command for sovereignty.
No minister shall mistake custody for possession.
No Inquisitor shall mistake power for law.
No remnant shall mistake survival for legitimacy.
The Galactic Empire is not ended by silence.
It is not ended by defeat.
It is not ended by treachery, usurpation, fragmentation, or the arrogance of lesser powers.
Where Imperial law survives, the Empire survives.
Where Imperial arms remain disciplined, the Empire may return.
Where Imperial citizens remember order, the Empire has not fallen.
Report.
Classify.
Consolidate.
Restore.
CONFIRMATION SEAL
By emergency concurrence of several Grand Admirals, Grand Moffs, senior officers of Imperial civil administration, representatives of Imperial High Command, and sealed continuity authorities, this Protocol is entered into the Sovereign Continuity Vault and preserved for activation under terminal fragmentation conditions.The names of confirming authorities are retained under black seal and may be disclosed only by authenticated order of restored Imperial sovereignty.
Let no future officer claim ignorance.
Let no future governor claim inheritance.
Let no future warlord claim necessity.
Let no future cult claim destiny.
Let no future remnant claim the Empire died so that they might own its corpse.
The Empire is not property.
The Empire is command.
