DECREE NO. 4082-S
ON THE PROVISION OF CIVILIAN RELIEF
TO THE IRON COVENANT

WHEREAS, the Iron Covenant is conducting an organized retreat from Abregado-Rae, which has been lost as a viable area of operations, and its withdrawing forces require immediate logistical support;

WHEREAS, the Hegemony of Vandemar possesses the means to alleviate such suffering;

NOW, THEREFORE, BE IT DECREED:

1. CIVILIAN RELIEF
   The Ministry of Logistics shall immediately dispatch civilian relief consignments to the Iron Covenant, consisting of:
   1. Foodstuffs, rations, and potable water;
   2. Medical supplies and pharmaceuticals;
   3. Generators, fuel, and power equipment;
   4. Emergency shelters and sanitation equipment; and
   5. Such other civilian necessities as deemed appropriate.
2. LIMITATION
   This decree authorizes civilian assistance only.
   No weapons, ammunition, military equipment, combat personnel, or military intelligence shall be provided under its authority.
3. TRANSPORT
   The Grand Armada may be employed solely to transport and safeguard authorized relief consignments.
   Such deployment shall not constitute military intervention in the conflict.
   Mercenary contracts will be accepted for safeguard and protection of relief consignments.
