The idea was to create a PDW that is affordable and can be mass-produced on a galaxy wide scale as a means to provide jobs and income to the Mandalorian Enclave and boost the economy. It took the old E-11 blaster platform from the Old Galactic Empire and improved the internals a bit and made it look more futuristic. The more stable stock design gave the user additional stability, which allows the user to control the blaster better.
