[Ultimatum]

So I have been thinking about Ultimatum's story, looking more towards the end and I was wondering whether or not Worldcrafts could be produced. I was thinking of Ultimatum eventually using LOOM to create this as a sort of homebase, LOOM will be hopefully a larger tier with more shipyards to help in its production.

Is this allowed for personal use, within reason, or as a plot device if not used as a weapon station or anything like that?

Too big to be subbed to the factory, but the factory is pretty much optional.

Though I don't think it's feasible for anything outside of a T6 to produce something like that. Maybe a T5 with a lot of help from other T5s and the sort.

Also, in-atmo Skyhooks are better.
