Wild West Ruleset Update #3: Invasions & Factions

Invasions have been updated to reflect that all Invasions are now Hex invasions.

Little else has changed here.

Tef's Last Minute Changes

1. Changed Factions > Major Factions > #2: Major Factions must maintain 5 or more unique, inidvidual active characters to remain active. Was originally 8.
2. Added rule for starting hexes, dependent on starting members, to a maximum of 3 and a minimum of 1. Increases in increments of 5 unique writers.

[member="Tefka"] could you give an idea what you consider okay for individual player, as one of my charcter is running a Private Military Force, for contracting. I also no others do something similar, just a rough idea, so I don't fall foul of rpj.
If possible something along fleet sizing, for individuals and companies.
5. Only a Major Faction has the resources necessary to role-play having a large fleet, army, etc.
