I want to upgrade my company to tier 3. One of the requirements is to sign a contract with a faction. Would this be done through a thread and what would the format be and who would I address it to?

Typically this is done in a thread. The way I've always done them is I met with a faction admin or an appointed representative of the faction, we chitchat for about ten posts total by the end of which I'm agreeing to supply the faction with certain things and they are paying me for them. Contract signed.

Oh, also you would want to contact the factions leadership in a PM first to make sure they are open to your ideas and products. Never just assume they will show up in a thread because you tagged them.

There are two ways to gain your contracts for tier advancement.
You can either reach out to a writer, where the both of you meet with an NPC organization or character and write out that you have signed a contract, for this reason etc. This is the most common way people gain a contract from tier 2 to tier 3, as the thread requires very little posts. 10 posts are the minimum necessary for a legit dev thread.
Or you can reach out to someone who runs an organization, say a company, NPC unit etc and the two of you negotiate a deal. This is the most fun and rewarding, as it sets up contacts and allows more roleplay to ensue after the thread.
