Intelligent: Being apart of, and leader of District 1 she is no doubt highly intelligent. Some of her greatest strengths are her abilities to plan, solve, think abstractly, and generate complex ideas.
Idealistic: She blames ignorance for the faults in society, so she aspires to change that, to bring her ideals to fruition; whatever they may be...
Machiavellian: She is cunning, deceptive, unscrupulous. Quite devious, unmoving, and will do whatever to attain her goals.
Xenophobia: She believes that humans are inherently superior to other species. She believes that Humans are the only truly inteligent and productive members of any society. those she has come to tolerate "Non-Humans" when the need arises...if useful to her that is.
Sociopath: She has a long-term pattern of being emotionally detached to the extreme. She manipulates, exploits, and violates the rights of others...and she's perfectly fine with that.

Prior was presumably raised in, and serves as Commissioner of District 1, a district dedicated to knowledge, intelligence, and curiosity. She had a husband and younger brother, who both died during an flu epidemic. Her ascension to power was shrouded in controversy, as she published numerous articles about the previous leader of District 1. They were all based off lies to slander his name and smear bad faith. She accused him of genetically engineering the Flu virus that devestated the Districts, and being the reason all of those people died. In reality, she was one of the scientist who agreed to work on the project, and use it as biological weaponry, though when things went wrong she took the cure, introducing it later on after using the outbreak as a platform to get herself into a position of power.
Though she seeks more than just control of District 1...
