Overview
Veyr Daro, better known in certain polished circles as the Velvet Rook, is a scoundrel with immaculate manners, expensive taste, and a talent for never technically being caught doing anything illegal.
Born somewhere between the glittering tables of Canto Bight and the backroom ledgers that kept them running, Daro built his reputation as a gambler, negotiator, courier, and occasional problem-solver for people who preferred not to put their problems in writing. He is not a crime lord, smuggler king, or hired killer — at least, not officially. He is simply the sort of man who always seems to be present when debts change hands, contraband vanishes from one manifest and appears on another, or a valuable item needs to be "recovered" without involving local authorities.
Charming, composed, and infuriatingly difficult to pin down, Daro survives by knowing the rules well enough to bend them without snapping them in public.
Appearance
Veyr Daro dresses like a man who wants everyone to know he can afford trouble. Tailored coats, polished boots, rings with too much sentimental value to be purely decorative, and gloves thin enough for cards but sturdy enough for a quick draw. His fashion leans toward Canto Bight elegance with a practical underworld edge: expensive, but never so delicate that he cannot run in it. He carries himself with smooth confidence, speaking softly, smiling easily, and watching exits out of habit.
Personality
Daro is polite, witty, and graceful when winning. When losing, he remains polite, but only because reputation is harder to replace than credits. He believes in wagers, debts, reputation, and the sanctity of a deal made in front of witnesses. Unfortunately, he also believes that loopholes are proof of intelligence and that honor is best observed when other people are watching. Daro is not needlessly cruel, but he is proud, vindictive, and very capable of considering violence when embarrassment becomes expensive.

Biography
Veyr Daro's career began in the gambling halls of Cantonica, where he learned early that laws were less important than appearances, and appearances could be bought, borrowed, or bluffed. He made himself useful to wealthy patrons, private security firms, arms dealers, and high-risk couriers by moving goods and information through channels clean enough to survive inspection.
Over time, he became known as the Velvet Rook: smooth, strategic, and always moving at an angle. Some called him a cheat. Others called him lucky. Daro preferred to say that luck favored those who understood the table.
Though he avoids open criminality, Daro's business has taken him through enough underworld circles that few honest people would call him honest. He deals in favors, private contracts, discreet deliveries, and "recoveries" that conveniently end before anyone files charges.
His worst habit is believing he knows when someone is outmatched.
A wager honored. A grudge remembered. A rematch inevitable.
