Much of the structures on Val Proxima itself are very reminiscent of those seen on Bespin, specifically Bespin's Cloud City. The capital Borealis is a near copy in terms of its size, with many of its structures and tower sharing similar features to those seen on Cloud City. The large difference in the singular massive spire in the center of the city known locally as the 'Sky Tower'. This structure is a towering, shimmering building of crystalline glass and light weight Alusteel / Durasteel composite. It is also the home to the Val Reskiea Imperial Fleet Admirality and the Academy that trains many of the officers of the Fleet.
The central areas of the city are more in line with what one would expect of a well to do city state, or rich world. Their towering structures and buildings piercing into the clouds and providing for wide swept views of the surrounding area. Slowly moving out from the center, the buildings begin to shrink down in size, and being to represent those that live in the fringe areas. Much of these outer structures are the housing and frequent stops of the workers of Borealis, many of which reflect local designs and function of their homeworlds, with the individuals themselves favoring functionality over appearance.

Val Proxima is a special case within the Imperial Holdings of Val Reskiea. While it technically does fall under the rule and laws of the Divine Empress, she has given it a special permit to govern itself. Thus the world is held in trust by the Val Reskiea Imperial Trade Company and is governed by a Guild. This guild runs Val Proxima just as any company would run a world under their direct control, however while it does maintain what is effective a Board of Directors, this board has one seat held specifically for the Divine Empress. In turn, the Divine Empress herself delegates a representative of herself to this Board of Directors to ensure that they act in the best interest of the Divine Empress and the Val Reskiea Empire.
Beyond their primary focus of ensuring commercial success and the continued relationship between the Blackrock Shipyard Corporation and the Val Reskiea Imperial Fleet, the Guild of Val Proxima maintains an arms length in terms of governance. The citizens of Val Proxima and its many moons are left to their own devices, with many of the moons being governed by local councils that send a representative to the Guild meetings. In this way the people and the Guild have developed a symbiotic relationship, understanding that one can not truly survive without the other.

The Economy of Val Proxima is focused in some way upon Manufacturing. Be it the mighty Blackrock Shipyards churning out war vessels for the Val Reskiea Imperial Fleet, or one of the well known Tibanna Gas Refineries that hover above the massive storm clouds. It may even be the most base of manufacturing, that of manufacturing a good time for a tourist; in some way everything that happens upon the world is focused upon Manufacturing. It is the life blood of Val Proxima, and its many moons ensure that things such as Foodstuffs, Technology, and Raw Materials pour into the world as it churns out its finished products to ensure its survival.
Its location at a crossroads linking the hyperspace routes of the Val Reskiea Empire also means that it is a vitally important and strategic point. Thus its manufacturing is well protected; however it is also designed to be destroyed at a moments notice to ensure that its strengths can not be turned against the Val Reskiea Empire should it ever fall into the hands of an enemy.

Val Proxima is the premier manufacturer of Military Vessels as well as home to the Headquarters of the Val Reskiea Imperial Fleet. In a location known as the 'Lifeless Shallows', a massive shipyard was constructed. Large wind turbines turn back the clouds and storms of Val Proxima, creating a 'Lifeless' area, in which the air is calm. At some point, even if a vessel was constructed elsewhere, it will end up passing through Val Proxima or being stationed for a time at the Blackrock Shipyards.
The status as the Imperial Naval Headquarters is not lost on the denizens of Val Proxima. If they live in one of the outposts, a moon of Val Proxima, or even in the floating cloud city of Borealis, anyone that considers themselves a citizen of Val Proxima are proud of the fact. A majority of the captains and officers that serve in the Val Reskiea Imperial Fleet have even graduated from the academy known as the 'Sky Tower' located in Borealis.

For the most part Religion on Val Proxima is maintained within the upper echelon of the population. Much of the working populace has no need, nor desire for the words of the Church, or fall back upon their own beliefs of their species. However, The Holy Church of the Maker has a more prominent presence in the central areas of Borealis, and on many of the moons of Val Proxima where the believers of the faith seem to gather in larger numbers. This is coupled with the simple fact that those individuals going through the Academy on Val Proxmia also have multiple courses and the tenants of the Church drilled into them during training. This has thus produced a more religiously driven Officer corp to lead the Imperial Fleet, and ensure further loyalty to the Divine Empress.

For as long as anyone could remember the moons of Val Proxima had always been settled, though the Gas Giant itself had been untouched, that was until now. Under a charter as signed by the Divine Empress herself, the Val Reskiea Imperial Trade Company came into being with the sole purpose of finding a means to both settle and exploit any resources that Val Proxima held. Backers of the project sunk entire fortunes on the off chance of a return, and these risks would pay out and find even those that dropped a few credits on an off chance became wealthy.
The Imperial Trade Company designed and deployed a floating city, bringing hundreds if not thousands of individuals to inhabit the city. Val Proxima itself had a small habitable zone, much like Bespin, in which life was supported. It was not long after the founding of this city, Borealis, was it discovered that Val Proxima had rich deposits of Tibanna Gas.
This discovery saw floating refineries deployed as well as smaller mom and pop shop ventures being founded. Of course any and all monetary gain in some form from this discovery flowed into the coffers of the Imperial Trade Company, and thus into the purse of the Val Reskiea Empire. For their continued loyalty to the Divine Empress, the Imperial Trade Company was given the sole right to rule in the Divine Empress' name, provided that they continued to serve her faithfully.

A sizable structure of its own rivaling the splendor of Borealis itself, the Blackrock Shipyards were a massive undertaking and a true marvel. Large wind turbines turn back the churning clouds and storms of Val Proxima, creating a dead zone within the confines of the shipyards. For held within is the Admirality of the Val Reskiea Imperial Fleet as well as the largest shipyards devoted to producing vessels for the fleet within the Empire.
The Blackrock Shipyards don't fall under any singular persons influence or direct control (other than the Divine Empress herself). Much like the Imperial Trade Company, the Blackrock Shipyards possess a special charter granted by the Divine Empress, allowing it to govern itself within the confines of the shipyard. In return only a pledge of loyalty (which is seen by its constant production and repairing of the Imperial Fleet), to the Divine Empress is expected. Otherwise those that run the shipyards are permitted to act accordingly.

The Discovery of Val Proxmia happened during what is known locally as 'The Rise of Val Reskiea Era'. This Era was marked by a rapid growth of Val Reskiea that saw an economic boom as well as rapid leaps and bounds in the fields of science. This rapid growth saw the native Vallians first settling their moon then their neighboring worlds. Before long they were sending out their own seed vessels and colony ships to colonize the local systems.
Val Proxima happened to be one of these local systems, with the Gas Giant's moons being the first worlds to be settled. Over time it was revealed that there was a 'Life Zone' in the upper atmosphere of the planet that could support life. While small time ventures struck out, and often struck out, in a bid to settle, construct and mine the resources of the Gas Giant, these efforts would not hold nor be of any true profit until much later in the planet's history.
For much of those early years, Val Proxmia served as a resource mine, sending valuable resources and raw materials back to Val Reskiea. Often the moons themselves fell under the ruler ship of various planetary baronies, kingdoms, or even empires back on Val Reskiea. Even with this status, and with conflict breaking out on Val Reskiea, the colonial moons of Val Proxima were never dragged into the war and were left relatively to their own devices.

The proximity of Val Proxima to the Val Reskiea system ensured that it was relatively easy to reach, taking only a few years compared to the decades it would take for other vessels to reach the neighboring systems. While this meant that Val Proxima could easily ship their raw materials back to Val Reskiea, it also placed it as a jumping off point. Many of the vast seed vessels and generational ships that Val Reskiea was able to construct would first stop for supplies at Val Proxima before being launched into the Val Cluster.
Even during a time of conflict on Val Reskiea, as there had not been a single unified government, they were still capable of these great works. Historical records will show that many of these generational vessels would succeed in their mission with only a few being lost. In turn, as the conflict on Val Reskiea grew more widespread, all contact between Val Reskiea and Val Proxima was eventually lost, leaving the colonial moons in a sort of limbo. For the most part they were still loyal to Val Reskiea, and they had seen no reason to turn against one another.
It would not be until much later, roughly one-thousand years before the battle of Yavin, did Val Reskiea once more establish contact with Val Proxima. This time though they did so with a massive fleet that was headed by a singular ruler. The colonial moons welcomed the Val Reskiea fleet with open arms, and were quickly reorganized and brought into the fold of the new Val Reskiea Empire under the rule of the Divine Empress.

Val Proxima came into its own during this time, during the waning years of the Old Republic, reaching the height of its own prominence just before the Clone Wars. With the writing on the wall, and the Val Reskiea Empire seeking its own expansion within the Val Cluster, the systems famous Blackrock Shipyards began to churn out vessels at an alarming rate. Due to the production of Val Proxima, it is estimated that during the final days of the Old Republic, the Imperial Fleet tripled in size.
With the edict passed down by the Divine Empress that the boarders of the Val Reskiea Empire were to be sealed and remain closed, it was the efforts of Val Proxima and its workers that drove the ambitious expansion forward. Upon the closing days of the Old Republic, it was due to the size of the Imperial Fleet that the borders of the Val Reskiea Empire would remain closed. Even as the Clone Wars broke out and Val Reskiea sought to solidify its own holdings and gains. Val Proxima was a world at the center of the Empire, and while Val Reskiea remained both the Political and Spiritual Capital of the Val Reskiea Empire, Val Proxima was truly its Military Capital.

Even as the Blackrock Shipyards rapidly churned out vessels that quickly expanded the Imperial Fleet over night, the outbreak of the Clone Wars was a surprise even to the Val Reskiea Empire. Even as far removed as they were, they were still a target of some ploy or plan to open their borders. There were multiple spies from all sides discovered during this time, from Republic spies seeking the plans and secrets of the Blackrock Shipyards, to Confederacy spies attempting to sway the Val Reskiea Empire to their side.
For much of the Clone Wars however the world remained as it had for the countless years before, a bastion of the Imperial Fleet. As skirmishes broke out along the border of the Imperial Holdings with the Confederacy, Republic, and even threats within the Val Cluster, Val Proxima continued its mandate. Vessels continued to emerge from the berths of the shipyards and thunder out into space to join the ever growing fleet.
Their efforts even became known throughout the Empire, and propaganda showing the hard working individuals of the Blackrock Shipyards was seen across the Imperial holdings. More than a few times such images caused a surge in the work force, and as more individuals fell upon the shipyards, their capacity and productivity soared.

It was during this time that the Blackrock Shipyards were truly able to shine and show off their capabilities. Upon the order of the Divine Empress, the shipyards produced massive vessels for the singular purpose of spreading out through the galaxy. These vessels, designed to house strange fauna and flora from across the galaxy were also designed to house the clerics and priests of the Church so that they may spread the word of the maker to the galaxy they were stepping out into for the first time.
For a time the Blackrock Shipyards even housed a small Galactic Empire Fleet of Star Destroyers, no more than a dozen though. This was due in part to the Divine Empress permitting the Val Reskiea Empire to become a client state to Palpatine's Empire, as a means to ensure that the Divine Empress remained in power and that the Val Cluster was largely left to its own devices. Ever the schemer, the Divine Empress had done this to ensure that Palpatine didn't overrun the Cluster with his vast Star Destroyer Fleets.
..:: Pre-Gulag Plague Era ::..

The Era was marked with a boom in military expansion, with the Blackrock Shipyards churning out far more vessels than seen previously in its history. It was even branching out into the civilian market, producing relatively cheap and cost effective vessels that nearly anyone with the credits could purchase. This saw an economic boom which rapidly rose the world of Val Proxima and its orbiting moons (which by this time had been placed under its direct governorship) to the heights of prosperity and prestige among the Val Reskiea Empire.
It was even noted that the ruling Divine Empress at the time had visited the Blackrock Shipyards and unlike previous monarchs, she had even had a direct influence on the governing of Val Proxima and its colonized moons. While many had dreaded this direct control, those fears were proven wrong when it was shown that the Divine Empress was a rather shrewd business woman just as much as an even handed monarch. Continued growth of the Blackrock Shipyards saw satellite and sister companies established and founded in the far corners of the Empire.
However this prosperity happened just before the greatest known calamity to strike the Galaxy. It seemed over night that the stock crashed, and not only did the people have a virus to fight, they also had to deal with a depression.

Much of the history of Val Proxima during the period of the Gulag Plague has been lost, just as much of the history of the Empire is unknown, or littered with mythical events and legends. It is perhaps that those such stories were a means of explaining the situation, of coming to terms with and having some kind of understanding. As the Plague ravaged the Empire, the Divine Empress called it the will of the Maker, a sign of his displeasure at their faithlessness.
Between the Depression that swept through Val Proxima and its colonial moons, coupled with the Gulag Plague that ravaged many and left millions dead, those that survived became Zealots.
The end of the Gulag Plague was marked by Zealotry, with the people believing that it was the non-believers among them that caused the Maker to grow angry. New calls for a unified Empire and Val Cluster under a single religion rose across the planet. It had only been recently, within the last fifty years did these calls finally die down and become drown out by cooler heads. Yet there would be such an event to rival the Gulag Plague, one that sparked the fire once more and called for a renewed and rebirth of Religion.

The Markers Wrath as it is known locally and throughout much of the Val Reskiea Empire and Imperial Holdings. The event that saw billions disappear in a blink of the eye caused a new birth of fervor to rise across the Empire and it seemed centered at Val Proxima. As many believed that the Maker had forsaken them, listening to the tales of those few that returned about the Hell they had witnessed, others saw this as a divine order.
Even the Divine Empress herself began to call for a renewed call to the Maker to bring the wayward sons and daughters of the Empire back to his guiding light. Once more the Blackrock Shipyards roared to life and much as in previous years they sought a singular focus. Nearly overnight the first new vessels rose from the clouds of Val Proxima into space, shimmering in white and emblazoned with a burning flame upon their hull. These vessels crafted by the hands of Val Proxima were to serve as the new spearhead of an exalted march that was to engulf the galaxy in a Righteous Flame.

Intent:
Val Proxima is intended to aid in furthering fleshing out of the Val Cluster. It serves to show that the Val Reskiea Empire is capable of producing vessels in large quantities, as well as provided additional insight to this region's political and religious stance. Much of Val Proxima is currently engulfed in a new fervor of zealotry (much more so than other worlds within the Val Reskiea Empire). Its intent is to also bring a new, hopefully unique location for added experiences and stories for the writers and members of the site.
