United Federation of Nations

Welcome all to an interest check for a Federation Type Faction. The style of government used in this faction is very different then most as the central government has little to no power over its allied nations or Sub-Factions. The Federation is a Feudal Federation government. Meaning each Sub-Faction or nation has their own internal laws and stuff, including trade and the Federal Government as well as other nations can not interfere. So pretty much each nation has the ability to govern themselves and the other nations can not interfere. To prevent infighting the independent nations or Minor Factions will sign a treaty that prevents infighting and swears to protect each other's boarders.

The federal government is lead by the Federation Congress in times of peace, but in times of war or conflict a Shadow Council is made. The council dictate the Wars of the Federation, along with just a group of four people called the Four Horesman (Sky Lord, Sky Marshal, Field Marshal, and the Technomancer) who command a small Federation Navy and Army. It's not enough military to take planets but just enough to keep the peace. So during a Domination or Invasion there will be a call to arms and each nation will or won't send their military to fight in the conflict. When a Dominion or Invasion is done, the planets or planets will be split up between the Sub-Factions where they can govern that world as they see fit. This will create a type of Internal Boarder within the Federation like State Lines IRL. The Shadow Council can not dictate laws of other Sub-Factions or Nations. However the Federation Congress can, but for Federal Laws to be passed, a unanimous vote must be accepted.

Pretty much the Federation will be a call to some Minor Factions to unite together and defend one another in case of conflict. This will be a mainly Core Worlds Faction that wish to resist the Mandalorians and are resistant to joining the Galactic Alliance.

This faction is a Neutral Alliance, so both Dark Siders and Light Siders are welcome to join but must side with a Sub-Faction or Nation that allow you to enter. This Federation of Nations are a loose tie of governments that have agreed to defend one another in their time of need.



The structure of the faction is very loose to interpretation and can get confusing so I will try to break it down.

Peace Time:
  • The Federal Congress: a senator and two representatives (NPC) are chosen by the government and sent to a Space Station of the Four Horseman. They will convene only when another government wishes to make a federal law, the Federation is in need of a Federal Law, or a war needs to be passed. These men and women are the highest authority in the Federation, but Federal Laws require unanimous votes and Wars require 2/3 vote. This makes a lot of the Federal Congress slow moving in a lot of thing.
  • Dictator and Chancellor: Two representative are chosen in a gathering called the Fed Hall Meeting. These two people are only called when Internal Struggle needs handling, such as boarder disputes and prisoner exchanges. The Dictator finds the military pros and cons of the negotiation, then the Chancellor find the political pros and cons. With all the information gathered, the two make their decision and not even the Shadow Council and reverse the indict. These individuals only serve until a conflict is resolved, they end their term when it ends.
  • Independent Governments: The Federation doesn't have time or the resources to govern all the Nations, thus each nation has the freedom to do as they wish. They have their own forms of government as well as little oversight from the Federal Government. The other nations can not influence another's decision with conflict, other forms are acceptable.
  • The Four Horseman: The government is made up only of the Four Horseman during peace times. Meaning they make their rounds to each nation and ensure the peace is held between the Nations. These men and women are the Federal Police Force and do many jobs. They do everything from setting up boarder outpost to putting down rebellions in nations, as well as assist nations with expanding their boarders.
In War Times
  • The Shadow Council: The Shadow Council are a single representative from each nation involved in the conflict. They dictate the rules, objectives, and every detail of the conflict, both diplomatic and military. These representative then present them to the Four Horseman who give their opinion on how do able they are. The council still has the final say on wether they use the plans or not, but they must listen to the Horseman.
  • The Four Horseman: During war times, the Horseman are the generals and admirals of the conflict and will enact the councils orders to as close as they can to the letter. They will be given forces by the nations involved and will only observe if a nation wishes to have their own generals and admirals involved. Though if the conflict is going poorly, the respected Horseman will step in and take command.
  • Independent Governments Involved: The nation involved will have to send a military force they feel is adequate to how they feel is need. This will also be the case if the conflict is a diplomatic one, but the nation will send delegates and ambassadors. The nation still has its political freedom to choose wether to involve the Horseman or not.
  • Independent Governments not Involved: These Governments will not have any soldier or delegate to send to the conflict, though sending mercenaries is within their Economic Freedom. These nations still have their freedom to do as they please, though they may face a penalty for not assisting by other nations.

So far, how does this interest people?

What would be the penalty be for not getting involved in a conflict? Not all conflicts are started for the right reasons. Some are invoked on purpose, some are started by thievery, some are started by murder.

That would be up to the Federation Senate or the Nations. Since open conflict is not allowed with the treaty, it could be embargoed for a few years or a fine of some amount. The most likely situation would be that a nation doesn't send troops when the someone wants to exspand their boarders. Ultimitly it would be up to the nations involved with the conflict, but Opened Armed Conflict is not allowed. The Federation Navy will stop any nation from turning on any other.

The other thing that could happen is nothing. Expanding boarders are good for the faction as a whole, but some nations may want to be isolationist. So if the other nations recognize that and feel that the nation will do nothing productive or inhibit the others ability, more then likely nothing will happen.

Ahh, well if that faction is invaded by another outside faction, then everyone is to jump into the conflict as per agreed by the Treaty. The wording of the treaty is yet to be decided so there may be some loopholes, but personally I'd rather there not be as if a Allied Nation is attacked, I don't want someone to find a way to get out of helping. Yet I leave that open for the Faction to decide how the agreement should be handled.

Yet the other way around is different. The Federation Congress must pass a 3/4th vote for the faction to go to war with another. The ones who voted to go to war must send a minimum acceptable amount of troops to the war. (Dictated by the Congress at a later date) The other 1/4th of the nation that voted against still get a say on weather they send troops or not, but they are not allowed to embargo or stop sending supplies to the War Effort.

Yet again the repercussions of the nations not attending will be dictated by the congress and a Federal Law must be passed to properly restrict a nations power. And for a Federal Law to be passed, everyone must agree, so more then likely nothing will happen during Wars, but other opens can be made before or after.
 
Just looking for any Minor Factions that are interested in going major and doesn't have the membership to do so. The Federation will help with that as a united front if easier then divided.

Both Light Side and Dark Side Minor Factions are welcom to join. The Federation even divides up the land for the Minor Factions.
