Unique Herb Pack for Matt

Quick question, if I wanted Matt to have a unique herb pack with herbs that already exist in Star Wars, as referenced by Wookieepedia, would I:

1) Need to submit a template for it?

2) If yes, submit it here?

3) If yes, which template would I use?

I don't see a need, unless you're making some awesome ultra-cool medicine you'd like to sell/distribute. Even then I doubt it would be necessary.
