PHYSICAL DESCRIPTION

Ulyra Kestane is a human woman with short-cropped dirty blonde hair and sharp blue-gray eyes. Years spent aboard military vessels have left her with a posture that is almost perpetually at attention. She favors practical uniforms over flashy attire, usually wearing a dark naval jacket with minimal decoration beyond rank insignia and campaign ribbons earned during her Imperial service.

Though still young for someone commanding a fleet, she carries herself with a confidence that often causes others to assume she is older. Her expression is typically calm and analytical, though those who know her well can recognize the determination lurking beneath her reserved exterior.

PERSONALITY AND BELIEFS

Ulyra is a pragmatist first and foremost. While she served the Imperial Confederation for its entire existence, she was never particularly ideological. She believes governments earn legitimacy through competence, stability, and the ability to protect their citizens.

The collapse of Imperial authority convinced her that loyalty to institutions is meaningless if those institutions abandon the people they are meant to serve. This belief eventually led her to Rebuild Tion, where she found purpose in helping restore local infrastructure, commerce, and security.

She is disciplined, professional, and often appears emotionally distant. In reality, she cares deeply about her crews and will go to great lengths to protect them. She dislikes politicians, extremists, and anyone willing to sacrifice ordinary people for abstract causes.

Her greatest belief is simple: the Tion Cluster cannot wait for distant governments to solve its problems.

Ulyra Kestane was born on Lianna, one of the galaxy's great shipbuilding worlds. Raised among orbital construction platforms and commercial shipyards, she developed a fascination with starships at an early age. While many of her peers entered the civilian shipping industry, Ulyra sought a more structured path and enrolled in the Imperial Naval Academy.

She proved to be a capable officer, earning strong evaluations throughout her early career. Rather than pursuing glory through major fleet engagements, she specialized in patrol operations, convoy security, anti-piracy actions, and logistics management. Her superiors quickly recognized her ability to accomplish difficult assignments with limited resources.

The instability that marked the Confederation's final years accelerated her promotion. As experienced officers were lost, reassigned, or retired, Ulyra found herself assuming greater responsibilities at a relatively young age. By her late twenties she had attained the rank of Commander and led multiple escort squadrons operating throughout frontier sectors.

When the Imperial Confederation fractured and centralized authority weakened, Ulyra became increasingly frustrated. She watched worlds suffer from piracy, economic collapse, political infighting, and in the case of her home Sith and Mandalorian assault while competing leaders argued over succession and legitimacy. The ideals she had sworn to serve seemed increasingly disconnected from the realities faced by ordinary citizens.

Refusing to tie her future to any of the successor factions, she resigned her commission and returned to the Tion Cluster. There she became involved with the growing Rebuild Tion movement, an organization dedicated to restoring regional stability and economic prosperity.

Her military experience quickly made her indispensable. Ulyra helped organize disparate defense groups, merchant security forces, former Imperial personnel, and volunteer spacers into a cohesive naval militia. Under her guidance, these scattered vessels evolved into a mobile strike fleet capable of defending trade routes, combating piracy, and responding rapidly to emerging threats.

Today, Commander Ulyra Kestane serves as one of Rebuild Tion's most respected naval leaders. Her fleet is less a traditional navy than a collection of determined volunteers, salvaged warships, converted freighters, and former military vessels united by a common purpose: ensuring that the Tion Cluster can rebuild its future without waiting for outside powers to decide it for them.
