Intent: To provide the Antarian Rangers, and further - the Unconventional Warfare Unit, Sixth Battalion, a unique set of armour that supplies a set of necessary equipment to aid in reconnaissance.

Description: The Tyumen-I Scout variant is designed for the utilisation of reconnaissance missions. The suit itself is often coated in a camouflaged paint, depending on the terrain of where it will be used. The suit can come with the optional attachment of a ghillie cloak. Although it is a reconnaissance variant, it is still quite heavy. Relying more on surveillance and stealth than speed. Another fault of the suit is that due to the cooling system, it cannot be worn for long periods of time (24 hours). If worn for 24 hours without removing the armour, the cooling systems will fail.
  • Radar / Life-form Scanner - Located on left wrist and displayed via helmet HUD.
  • Belt - Attachments such as holsters and pouches.
  • Infrared Camera - Operate in dark places, as well as recognising friends and foes.
  • Air Filtration - The helmet can filter toxins out of the air to maintain safe oxygen.
  • Polarised Visor - Helmet can detect flaring of lights and changes polarisation to comfort wearer.
  • Oxygen Supply System - En the case there is a lack of oxygen, there is a 7 minute supply.
  • Annunciator - Allows easier understanding of what the wearer is saying.
  • Cooling System - Significantly difficulties detection by thermal scanners.
  • Macrobinocular Lenses - Visor has a 5x zoom ability, increased to 30x when using attachment.
  • Attachment Clips - Attachment clips adorn the suit to allow minor attachments such as ghillie cloaks, macro binoculars, visor roofs, holsters.
  • Transceiver - Capable of radio communication

Reconnaissance / Surveillance of enemy ground force positioning. Counter-terrorism. Sniper runs. The suit wouldn't be used for close quarters, or for direct fights due to it's heavy weight. It's more suited for watching the enemy and reporting back with intelligence. Reconnaissance is to gather intelligence and scout out enemy areas. We're not talking about espionage, as it would be unsuited for such missions.

That depends on the type of reconnaissance. Patrolling would be better suited for light / medium. This would be reconnaissance / surveillance, they wouldn't be moving much once they get themselves settled in. Onto discussion of counter-ops / sniping runs, a DC-15a blaster rifle for example has a range of 10kms. At such ranges, one would not need to move fast away from their position. The cooling systems would further aid to go undetected by thermal scanners. I'd imagine a sniper rifle in SW could achieve far greater distances, serving further to lack the need of quick movement, depending on the type of weapon utilised (blaster/slugthrower).

Long marches are a part of the military, there's quite a good quote about it, "War is protracted periods of boredom punctuated by short bursts of violence and terror." The heavy armour is for defensive purposes. From Wookieepedia, Phase II armour is directed under 'Heavy Armour,' and going off that I can't find a page for scout specific armour, I'd assume Scout-clones utilised Phase II with a different variant for their specified job.

Standard clone/stormtrooper armor would count as about quality 5/6 under our system -- medium armor. What you're asking for, in terms of concept, rating, and weight, is much bulkier than clone armor. Cut your quality to 5, please.
