Tilarnus sticks out in a room, intentionally so. If you weren't able to identify him by his large size, his flamboyant attire acts as a means for him to flaunt around his wealth. He utilizes his voice to project authority, speaking boldly to draw attention as if it were the only thing that mattered. He is excellent at putting on a face, with a talent for acting. He knows exactly how to compose himself when playing 'his role', though his body language can occasionally give subtle tells.
Tilarnus can never bring himself to go out in public not dressed his best, taking careful measures to ensure he takes care of his appearance and clothes, yet ignores his declining health and remains obese largely by choice. If he were to ever suffer scarring of any kind? He'd likely obsess over hiding it.

Tilarnus is a man consumed by his own delusions and desires. He envisions himself as something he truly isn't: Someone worthy of uniting the Galaxy under his 'benevolent' leadership. He is motivated largely by greed and a desire for power, serving to exploit rather than benefit the people he seeks to lord over. He is drawn to the legacy of the old Galactic Empire, not because of any sense of belief or pride in it as an institution, but rather because of the legacy behind it, and the power it would give him.
Every action Tilarnus takes is always one in his favor. To him, self preservation is the most important action he can take.
Arrogance is another core pillar of his personality, which feeds into his delusions of grandeur, pushing him to make relatively poor decisions from a practical standpoint, so long as they stroke his ego and inflated sense of self worth.
Generally, Tilarnus doesn't aspire to genuine evil. His atrocities moreso come as a genuine lack of understanding that he is the one causing them, and when brought to his attention, he will genuinely try and rectify the problem.

He can easily offend others, and not even realize the significance of why. Culture itself is more of an opponent to Tilarnus than a benefit, leading him to use propaganda intended at altering the very cultures he interacts with. To him, assimilation is key to stability, rather than engaging with new ideas.
- Strategic Incompetence: Tilarnus is largely incapable of long-term thinking, and could never conduct a military campaign to save his life. Instead, he leaves that responsibility to those he trusts with managing aspects outside of his knowledge, surprisingly well aware of his own limits and willing to let someone else handle problems rather than embarrass himself trying to solve them.
HISTORY
Tilarnus comes from the world of Savoun, a small yet proud world where family ties are everything. Unfortunately for Tilarnus, he wasn't the firstborn son. Instead of attempting to kill off his own family as a means of attaining the throne, he decided to leave Savoun when the opportunity first presented itself. The young man would first seek to enroll in an acting school on Alderaan, yet would find himself rejected, leading him to hopelessly wander the Galaxy for a time, occasionally visiting his homeworld for family gathering, where he was often used as the butt of the joke by his family. Yet, he would maintain a decent relationship with his Nephew, whom he would genuinely push towards becoming the next monarch, whereas his own father generally snubbed the boy in favor of putting emphasis on himself.
Tilarnus would eventually enter politics by his 30s, realizing he could use his personality and acting talents as a means of winning over the people. He would go from world to world, starting on small backwaters before slowly moving himself to more... relevant positions. Whether they be for small corporations or more wealthy planets, generally moving towards the goal of gathering more personal power.
Eventually at 43, while governing over an industrial, slummy city on a planet within the Inner Rim, Garrion would find himself in trouble, facing stiff competition from an annoyingly honest candidate, combined with a rather poor term in office, leading to the likely potential of him being sidelined. Until... he met a particularly ambitious youth by the name of Vidorr Berand. After initially dismissing him as a street rat, Tilarnus would be surprised when he found a file with incriminating evidence on his rival, attributed to the "Kid you threw out" on his desk, leading to their continued partnership up until the modern day.
Tilarnus would remain off world, only coming back to Savoun for the occasional family reunion or funeral, though he was only really there for his Nephew, who's royal coronation he'd attend with genuine pride. So, it would come to great surprise and terrible devastation when he was delivered a letter a few months later detailing his death to a terminal illness.
With no other immediate heirs, Tilarnus would be called back to his homeworld, where he would have to reinvent himself as a populist, tradition-oriented Savounite, using his position in an attempt to re-invent the culture and revive old pro-Imperial sympathies, determined no longer to be only a player in the game, instead wanting to build something new... his own personal fiefdom. And now? He won't let anyone stand in the way of that.
