The Vagaari-Pirate war is an undeclared war acted by Pirates who had carried out dealings with the Vagaari Empire. It is a Fault Line War
Everyone experiences Pirates, especially largely formed factions and governments, more so than others. Legitimate business owners, freighter pilots, transports... they all deal with Pirates, but the ones these individuals are tied to, hear it more often, because they are the ones that have to fix what is broken. Unfortunately, these Pirates are done poking this "beehive," and have decided to bring a flamethrower. Following the Primordial War became something The Commonwealth never expected; a full-scale war by Pirates, forcing them to more or less retreat home and defend their friends, families, and the place where they were born, bringing back the memories of the Civil War as they fought where they did before. Originally, there was no word of pirates forming together, aside from the occasional Commonwealth supply raid headed by pirates that could sometimes hinder the Commonwealth war effort, but only to a minor degree. These raids were the fuel for the fire for the pirate war. Before the Vagaari engaged the Commonwealth, they had done separate, secret dealings with a Pirate Organization by the name of Ebon Strikers. Pirates were to be used as infiltrators to larger enemy groups to destabilize their forces, allowing the Vagaari to swoop in and claim territory, but it didn't end as planned. Somewhere between 50 years prior to the Commonwealth War, the Vagaari lost contact with the Ebon Strikers, and this was very bad. The Vagaari had continuously supplied the Vagaari with weapons, ships, and payment for their ongoing incursions against enemies, and they shared precious intelligence with them that they held dear, information that could both harm their enemies, and themselves.
Sometime after the engagement between Vagaari and Commonwealth forces, the pirates started to turn up, and they weren't being gentle. They formed into large groups, and were mostly hit by Golan Arms as Golan Arms shared space with the Commonwealth, and the Golan Arms Mercenaries didn't like other pirates moving in on their territory, but they became a force to be reckoned with, and Golan Arms Mercenaries couldn't hold them back as they assaulted Commonwealth supply lanes. This continued to go unmentioned for several reasons; it would look bad for a large pirate group to be unable to handle other smaller pirate groups; they were merely pirates, and not a threat to any specific faction, just goods and services; the attacks against the Commonwealth were either relatively small, or not large enough for any Golan Arms representative to take notice of. But following the last battle between Vagaari and Commonwealth, woke these pirates up. They didn't reveal themselves until the Siege of Alexandria, which was a surprise, and heartache, for everyone. The Siege of Alexandria made Commonwealth Forces engaged in full-scale battles to make a full retreat, only leaving defense forces in Commonwealth territory. Massive Fleets and Armies pulled back home, as the untrained, yet unending, the uncoordinated, yet unrelenting force of these pirates overwhelmed Commonwealth forces in an instant, and claimed Spacial Dominance before reinforcements could arrive.

Misfits and Vagabonds, Criminals and Bloodthirsty Thieves, a four-war war broke out, and no one was safe. The Vagaari was just as surprised, but it seemed the pirates focused on them the least, but it certainly paused Vagaari and Commonwealth battles, at least for the moment. The Pirates assaulted the Swarm and the Commonwealth, and anyone else within the Unknown Regions. It appeared multiple bands of pirates had migrated from the forever heavily contested Outer Rim to to join up with the pirates that had been fueled by the Vagaari, as the Unknown Regions could still be claimed for them. With a massive war on all fronts, and the Pirates scheming and heartless tactics, they were putting a dent in The Commonwealth and other factions. Battles erupted over many Commonwealth planets, but Alexandria was hit the most. Alexandria was targeted by an unexpected Trojan-style tactic that no one saw coming, the Commonwealth was fooled by their own weakness - sympathy. Many would argue that is their strength, but the pirates exploited it, and it almost won them victory.... almost. But, how? One may ask. How do pirates of this size go unnoticed and take on such a large military? In the time of war, scavengers and thieves are easily overlooked, raids and pillages not looked at as major incursions or threats to a government. The pirates knew how to get around patrols, how to weed themselves into secured sectors, and just like any smuggler - get behind enemy lines, safely.
Although, the biggest threat from these pirates was not from their sheer numbers, but by those that lead them into battle. The Ebon Strikers had got mixed up into the wrong crowds, and they were overtaken by larger, and stronger organizations that wanted what they had. They didn't want to be hired on as crew, they wanted to own this, so they could get the biggest cut. This word traveled to pirate gang called the Blazing Chain. Force Users could be seen leading the rabble rousers into battle, and they were the biggest threat to the Commonwealth, but thankfully their didn't fill the ranks of every soldier, just squad and army leaders, even commanders. These were also the trouble makers for Golan Arms Mercenaries, as entire groups would be decimated by these pirates, and Golan Arms Mercs wouldn't know what happened in the slightest. Due to this war, Golan Arms Mercenaries were forced to create an Alliance with the Commonwealth, or lose their own territory within Commonwealth territory. After the encounter where Neldar, commander-in-chief of Golan Arms saved Dean Letham, Commander within The Commonwealth, they started to work together more. Neldar did less pirated actions while doing business with The Commonwealth, ultimately supporting their cause. While they also helped train each others soldiers - Golan Arms Mercenaries in Commonwealth Bootcamps to help GA Mercs train to fight soldiers, and soldiers learn how to fight Pirates. While this initially helped in the Siege of Alexandria, no one was prepared for Force Users.

After the devestation by the Siege of Alexandria, the Commonwealth eventually forced the pirates back, and once again... saved Alexandria. The other worlds were long safe before the Siege of Alexandria ended, and this pause allowed Commonwealth forces to regroup and have a breather. Ultimately the Vagaari and Swarm forces reared their ugly heads again, but the Pirates would go on a quiet pause. This attack was only to test the defenses of the Commonwealth during an all out war, as by the words from one of the dying members of the Blazing Chain...
"This was only the beginning...Haha, you think you've won, you are only lucky your home wasn't lost. We will return, with bigger guns, and more veterans."
This quote only indicating that Commonwealth, Swarm, and Vagaari forces had only been fighting the lowest of the Pirate caste, the... militia equivalent of something that sounded far worse. Pirates and Smugglers and Outlaws roamed this galaxy like a plague - like the cold. They have never been cured.They have survived the Great Plague, they have survived near extinction, they have survived a thousand years, four thousand years. They were out there, they were all out there. They may not be assassins, but that's just it. Assassins you fear to be hiding in your home, on your ship, behind you. Not everyone is an assassin. But you meet Pirates and Smugglers every day. You cross paths with them as if they were an ordinary patron at that local bar, a serviceman at the dockyard, that person you got that rare piece from. You never thought the day would come where they all marked you for death. It was known then, that the pirate scourge would return, and they wouldn't be a push over like their initial assault. Everyone around you is an enemy, you just don't know who is a pirate - or your own people, anymore.
The Vagaari-Pirate war is an Idea I am proposing to the Commonwealth. The faction fighting another NPC nation, but not something you would normally expect. Of course... who wants another enemy? But, thinking about the theme and background of the Commonwealth, fighting is what they do, maybe even fighting losing battles. From my perspective, with noticing of several obvious factors, the Commonwealth is inspired by the UNSC. And for the UNSC... they have a war that is never ending. They thought they got rid of one enemy? Think again, there's a new enemy, and now the old enemy is back. The UNSC would fight corner-wars, where they would be stuck in the middle or shoved in a corner, and they would hold, or push. But never give up. Even in the end, they made sure the enemy would remember them.
I propose the Vagaari-Pirate War as a way to bring back the homefront wars. what the Commonwealth is known for from the Civil War. Even though this will be a NPC war, and it being drawn out (battles every now and then, though uncommon), So much warfare would show the Commonwealth live and breathe the war. Not that they want to, but enough war on your home turf, and near, others will know you're prepared for anything and everything they send at you, if they decide.
What doors will this open? I'm not really sure, I just thought the concept was amazing. While the Commonwealth is fighting somewhat even combat between Vagaari and Swarm, they could have a gritty, tooth and nail war with the scourge of criminals, pirates, and even adding Force Users into the mix. This is another chance for people to join in and become the hardened veteran of wars almost lost, giving them their theme or persona of character in recorded history form. The battles will probably be more common than invasions or dominions, but be ultimately smaller. I do hope if people like this, and Horus signs off on it, we do the Siege of Alexandria, which I have an awesome idea to play out to start it.
