Jend-Ro Quill and various Jedi associates developed the Testament Pendants as a way to learn how other Jedi have died. The Jedi can then mourn and honour their fallen friends, understand the threats that killed them, learn any final lessons, and pass on any last words. Quill made the Testament Pendants to reckon with the true risks and impacts of these dark times - reckon with them, and salve them on occasion.

The pendants have a grimmer implication. If a threat has killed multiple Jedi who wore Testament Pendants, the Jedi can learn what their friends did wrong and prepare themselves appropriately.

A pendant will automatically attune to any holocron with which it stays in contact overnight. That holocron will receive the vision if that pendant sends one.
