THE SITH COUNCIL
The Sith Council is the ruling body of the Covenant, tasked with matters of administration, war, and the settlement of disputes within the Covenant, as well as any other matters requiring a general consensus among the Covenant’s Lords of the Sith.
Every Knight and Lord is granted a place on the Sith Council upon their ascension. Members of the Sith Council may cast votes and determine the direction of the Covenant. However, their influence is directly linked to their own base of power. One must be capable of defending their position, lest they be challenged and lose it.
Although nominally every Lord and Knight has equal say, the Triumvirate are considered the first and last voice in all matters, and each Triumvir may assert their position as they see fit; though not always without challenge.
COUNCIL RIGHTS
Each member of the Sith Council is guaranteed specific rights by the Triumvirate.
- War: Each member may raise their own forces and wage war, with or without the support of the Covenant as a whole. This does not include war within the Covenant, which is restricted only to the ritual of Kaggath.
- Power: Each member is expected to establish their own base of power by any means and methods they see fit. Which may include raising armies, controlling territory, developing secret Sith techniques, or influencing galactic politics. Their position on the Council is often derived from these power bases.
- Kaggath: At any point, with the approval of at least one Triumvir, a member of the Sith Council may declare Kaggath on another. This is considered the only valid means of internal war within the Covenant.
COUNCIL PROTOCOL
At any point, a member of the Sith Council may bring the Council to order. Whether other members heed their summons is up to them, but regular absence may be to one’s disadvantage. Conversely, one who summons the Council too often or for trivial matters may find themselves and their decisions contested or ignored.
When brought to order, the Sith Council is expected to assemble at the Sith Temple on Coruscant, or at another gathering point if specified.
Typically, matters of the Council involve discussion followed by decision. Gridlock may be resolved by acclamation or, if absolutely necessary, Kaggath. Once a matter is concluded, the decisions are expected to be carried out, but are otherwise not codified into any legal framework, for the Covenant does not have one. However, failure to ‘comply’ with Council decisions may become a source of ridicule, shunning, exile, or even execution, depending on the severity and opinions of the other Council members and the Triumvirate.
COUNCIL ACTIONS
There are a handful of typical actions the Sith Council may take. Including, but not limited to:
- Declaration of Conclave: Sith Conclaves are special gatherings of all Sith in the Covenant meant to oversee immediate issues or come to a decision on a lengthy list of action items. Typically, the result of a Conclave is reformation or large-scale war. Conclaves may only be declared with unanimous support from the Triumvirate, though any member may call for it.
- Banishment: If a member of the Sith Council is deemed ‘too problematic,’ the Council may elect to banish them from the Covenant, stripping them of their power, rights, and marking them for death should they be seen in Covenant space.
- Division of Spoils: The Council is responsible for the division of spoils in the aftermath of conquest. This may include the distribution of sectors, worlds, wealth, and other loot. However, the Triumvirs reserve final say on this matter.
