  • Structure Name: The Red Line District
  • Classification: Casino Strip, Black Market, and Gambling Den
  • Location: Eve, Scintilla
  • Affiliation: Agents of Chaos
  • Accessibility:
The Red Lines has a required financial check security post on both the north and south end of the street. This is to ensure those that access the street have required money to actually visit the many gambling casino's, drug dens or even buy stuff from the Black market that surrounds the street. It's not by random check that these posts are also located next to several loan providers store fronts, which work in league with the Coins as part of their debt scheme. To access the Red Line the security post hands out Red, Black and Pink cards which have to be given back upon leaving the district.
  • Description:
The Red Line is not the only entertainment district within Eve, but its the one that hides a dark heart of arms dealers, smugglers, drug dealers and numerous other Black Market operations along its many maze like alley ways and basement sub levels. The Red Line District itself to a new visitor looks like a single street running from north to south, new and otherwise pristine in appearance. A single Red line along the street identifies it along with the two security check points on either the north or south. Unknown to many new visitors the Red Line actually starts at the Loan offices and storefronts that blanket the north and south end, intent to entrap new visitors in their debt schemes. This single street has dozens of well know Gambling Dens, Drug Dens, High Class Hotels and High Class Casino's along with Red Light services. Well denizens of the district feel secure with the numerous security forces that watch the street, it hides a much darker parallel side.
To those visitors that know the purpose of the Red Lines main street, it is a major avoidance not wanting to fall prey to the Coin's pockets. The Maze like Alleys and underground network of shady black markets were one can literally buy anything is the main attraction. These maze like Bazaars require guides, the real reason for their presence on the Red Line is to help those with more nefarious interests, if free though they are more than willing to help entrap unsuspecting victims in their masters web. Unlike the main street, these store fronts are not watched and unsecured beyond store owners own local security forces. As far as the coin is concerned as long as a tax is payed and no harm is done to visitors the Black marketeers have complete freedom in what they sell and to who.

Above the many Casino's and Hotels on their highest floors, connected by walk ways over hanging the main street is the main offices of the Coin Division of the AoC. Thousands of members run and work within the many halls, helping fuel civil conflicts on numerous worlds, selling weapons to rebels, causing major economic damage to over lording governments or even commanding privateers to disrupt major trade routes. Though these halls most of the Coins operations are based and in less on carries a Pink Card they are unable to access the upper levels. It also here that most banking and financial support for the many other divisions transpires, anything from arming the Hunt to fueling a new civil project on Eve or on a supported world it all happens here.

  • Red Line Street: Being the largest and most noticeable point of interest within the confines of the District, many would argue its the reason for the name. They would be partly correct though the real reasoning is often kept to its creator and her alone. Dozens of large Casinos blanket the street, offering anything from exotic drinks, dancers, drugs and other services anyone could ask for. It aims to appease the people who often don't see such high class environments, intent of making them unable to function outside such a environment either though addiction to drugs or simply the services. With the numerous loan providers outside the Street to provide people with a chance to double or even triple the debt and therefore coming out rich. They often find it much less forgiving, the entire street is meant towards one purpose, fueling the Coins Debt Scheme, turning many people into indentured servants to pay off the loans and full fill the many labor duties of the AoC. Along the street one can also find dozens of Bars, aimed towards different interest groups, drug dens, Red Light service centers and hotels meant for kings. Only a few of these locations are safe for either the Black Marketeers, their buyers or the Coin agents that work above. Market by a Pink Symbol and only permitting Black Card or Pink Card access. Several of the establishments on the street also attempt to pursue elite status concepts, with Red Cards having black stripes upon them to showcase higher status and permitting a wider amount of services.
  • The Guides Guild: On the north and south sides of the street is a single building with dozens of guides to help customers get the best out of their experience. Inside the building is a place of relaxation for the many Guides and to track customers along with their guides. Often gathering all information on said customer to better lead them astray and into the web of the Coins. The Secondary service or primary depending on who you ask is to help Black Marketeer set up shop within the dark underbelly of the Bazaar or assist their customers on finding specific goods. The Guild is the only location that keeps any precise record on who enters and were their specific location is even if they did not hire a Guide, some are meant to simply watch and track. With the Underbelly being such a maze one could only hope to navigate it with a guide and guides can only be hired by specific card holders to ensure sellers and buyers are not attracted into the web therefore permitting them to know whats safe and unsafe along the street.
  • Black and White Security Posts: The North and south sides also prior to officially entering the street house two guard post, north being Black Post and South being White Post. These Security check points are meant for the distribution of cards depending on purpose and level of financial resources. For Red card users they are check for weapons which are locked away until they leave, all other users are permitted access to their weapons given the lack of security in the lower side. Depending on the amount of money one has depends on the number of Black stripes on the red cards, to permit the user to access more elite locations and to permit Guides to know the level in which they need to work to entrap said customer. These posts also act as barracks for the hundreds of security personnel that guard the street, establishments and in case of emergency patrol the under belly. Another factor few people know of is that the two check points are also meant to keep people in, if someone goes deep into debt, its the guards jobs to capture and detain. Until a higher Coin official can make the state of affairs that said person has fallen into clear and work out a deal to handle it.
  • The Black Bazaar: Not technically a single location, the Bazaar stretches both alongside the Red Line within the many alley ways and back corridors, along with bellow it within the many sub levels. Home to thousands of small time sellers of all illegal and legal goods, its hard for one to not find what their looking for. Guides are often informed on whats being sold were and communicate with one another, so as long as a guide is present a customer can great chances of locating what they want. The many store fronts, both temporary and permanent house their own security, either the shop owner being armed or even hired thugs. Main reason for this is the fact that the Coin does not secure the area, deciding its better to let the owners have total freedom so long as they pay their taxes. Plus the Guides acting as informants and watchers for the Coins permits them to know what is happening at all times. The only rule that those present must follow, never kill another occupant or customer. Self defense is permitted, to which the Guides will permit the Coin to know who was at fault ensuring no one gets out of line.
  • Loan Shark Central: Well only know as this name by AoC members or jokingly by Black card holders, most people that enter for entertainment never know that the loan shops prior to the Red Line are actually technically apart of it. Acting as the heart to the Debt scheme of the Coins to lure in people to increase their manual labor and work force. Dozen's of shops line both the south and north end, permitting even the poorest of people to enter the Red Line, but often at the cost of their life or family. The Owners of said shops are all Coin members and always ensure the money goes in and than comes back to them one way or another to keep the cycle going. One question many ask is how is it not wider known that the Red Line does this, to ensure this never happens, many are either silenced or public stunts to make it appear people are coming out rich are made. So even if one hears rumors they often see the prize as worth it and disregard such truths.
  • Black Heart Towers: The unknown name to the many bellow, the towers upper floors and the many walk ways that cross over the street are completely controlled by the Coins. Permitting only Pink Card user access, they act as the HQ's to all coin operations across the galaxy. With numerous offices spaces for bankers, command and control for economy warfare operations, offices for all corporate aligned groups, and of course offices for the buying of AoC equipment. Well Eve itself might be the Brain, with The Tower at its center, the Black Heart towers as their name showcases, act as the beating heart of all AoC operations. Ensuring no operative or operation goes unfunded or equipped into any situation. The Towers also hide numerous vaults, storage sites for goods of interests, Cyber Security sites, and Hacker Dens which also help in Coin operations or the safe guarding of their goods. The Towers also feature one of the most high tech security suites one could buy and the best Coin Guard elites who watch its many halls and offices.
  • The House: As many would say, at Casino's the house always wins, here its of course no lie. The House itself though in this case is the executive offices of the Coins, with high ranked Silver, Gold and Platinum members being the only ones able to access it outside major AoC members. Here lies many personal offices, meeting halls and control centers for the wider Coin division. Meeting with other Division Heads about financing major operations or supporting of buying new gear, it all happens here. With this it is also even more secure than the rest of the Towers, with only three points of entry and wall being major street bridges to other towers that could be destroyed if necessary and three floors directly bellow the House being the Guards Elite barracks.

Maximum: Well the Red Line Street is heavily secured and over all access to the district carefully monitored with security turrets, guards, surveillance camera and laser trip wires through out the Red Line and its establishments. The same security though even tighter with top of the line equipment and the best trained guards the coin could get its not a easily access point without someone knowing. Well it might not match a military site, its puts up a fight with the upper floors structure being reinforced against possible explosive attacks or acts of terrorism. Major fault though is the lack of it on the lower floors, forcing the upper floors to have safe rooms on the off chance a lower floor is compromised. The Black Bazaar that networks bellow and alongside the street though when compared is simply low, with goods only being checked with minor glances by the guard and about anyone permitted to pass so long as their either a seller or buyer with the money to do so. The only real security beyond that is the shops themselves and the guides who are often armed and act as the eyes and ears for the Coin so if necessary in a emergency guards can be called to assist with issues. Some store owners pay for extra whistles when it comes to security but its so dispersed and case by case basis that the overlying area is not well secured.

Much like the rest of the station and Eve itself, The Red Line District is a very new creation. Developed from the ground up by Kamyrin Gyvolis as part of a debt scheme she had developed to increase manpower and resources of the AoC. This also put her in a position of command as one of two Division heads of the Coins, another thing she assisted with developing most recently. With this new appointment, the over all concept was expanded upon through numerous discussions and meetings prior to it even being built. The end result was a location that full filled Kam;s scheme but also permitted a Black Market of sorts which acted as a great financial resources and source for AoC members to gain what ever gear they might require. The last modification was the HQ's development of the Coins, with their birth it required them to grow, the Towers above the Red Line seemed perfect place large enough for them to grow alongside the AoC with enough space.

Full filling these three objectives, the Red Line District now acts as the AoC's largest source of tourism in Eve, though those that the AoC prefers staying free often are pushed to avoid it. With it acting as a gambling center it permits many poor back water world populations to get a feel of the good life, though often short lived. To ensure a stable amount of people are directed towards it the Coin often fiances private ships to stop at worlds to give a small taste of the greater thing, free of charge and even take them to it. Often stating its a two way trip but normally at the end of the day, said tourist become entrapped. Well this can some times take weeks, to simple days depending on the strength of said tourist pockets.

But another major source of tourism is of course the Black Bazaar that hides nestled deep within the Red Line often hidden from the prying eyes of its regular customers. Here both AoC members and bounty hunters roam looking over hundreds of shops were almost anything could be found. Pirates setting up shop selling captured goods, private Arms Dealers selling less than legal blasters, Slavers with new captured goods of all sizes, Crime Lords who even decide to make a home in this under belly directing their growing empire, from a growing station. Well some might say the Red Light is a diamond in the rough within the confines of unknown space, many more would say its a Black beating heart of the AoC that fully showcases the interests of the group.

The upper levels seem the polar opposite of what lies bellow, were the Black Bazaar is a place of unclean dark interests, the Black Heart Towers make every appearance to be a normal or richly owned office space. With some dark rooms that few ever visit beyond hackers, informants, scammers, and other more darker economic aimed criminals. The rest of it hides nothing, with many companies owning privates spaces that work alongside the AoC and run their business on Eve from said location. Bankers that run the pockets of the AoC can be found in their offices running the stocks and ever increasing the wealth of their networks. Some spaces though hide high level command centers, were major economic operations carried out by the Coins. Anything from helping finance a world overthrowing the shackles of overlords, to the collapsing of unsuspecting worlds economies so they blame their overlord even if hours before they had been content. Deeper yet in the House hides the center in which all operations of the AoC are financed, with division heads or operation leaders entering with plans and needs, often leaving with the supplies they required to full fill their needs. Kam sits happily at the center watching her handy work with silent pleasure that few would ever know her capable of.

Good Evening [member="Kamyrin Gyvolis"],

I really like this submissions, it's very nicely put together. There are just a few small things I've spotted which I've detailed below.

1) Image Credit

While going through the image credits, you had linked image credit three to the wiki page for the spiderman game. A quick google search brought me to this artstation page, which is the original image link, if you could please update it.

2) Location

Location: Eve, Scintilla
The link you provided for Scintilla takes us to the page within the agents of Chaos faction forum. Instead, I believe that you should be using this link, which is for the codex submission of Scintilla.

3) Security

Maximum/Low:
In order to prevent confusion I'd recommend just selecting one rating, The write up you provide is very good at describing th weaker areas within the location, so I'd recomment just using hte Maximum rating.
