The Hand is the name given to the council that leads the Dead Road. Composed out of four crime lords the Hand is responsible for planning and executing actions that serve the Road as a whole, while also overseeing and judging conflicts inside the operation. To pass a vote the Hand has to reach a majority. Should they be divided the vote passes on to the rest of the Road.
While the Hand might sits on top of the Dead Road, their power is limited compared to most leaderships. The vote of the Hand can be revoked in case that a majority opposes it. This rule exists to keep the members of the Hand from using their power to further their own influence through the Dead Road instead of working towards a goal that serves the faction as a whole.

Currently the Hand is lead by Darth Abyss as founder of the faction, but that is soon to change. (As there will be a faction vote on the leaders, and I don't intend to force Abyss into that position because I created this faction lol)
