1. Preamble

The Diarchy recognizes the Force as a universal phenomenon, accessible to all beings regardless of belief or alignment. To protect the rights of citizens and uphold state integrity, this Charter defines the lawful scope of Force use within Diarchy-controlled territory.


2. Article I – Freedom of Belief and Practice

  • The Diarchy guarantees freedom of religion, ideology, and Force tradition.
  • Practitioners may align with the Light, Dark, or Neutral aspects of the Force, provided their actions do not bring harm to Diarchy citizens or destabilize state infrastructure.
  • No discrimination shall be made on the basis of Force alignment alone.

  • No Force-sensitive citizen, regardless of classification, may be compelled into military, religious, or governmental service solely on the basis of their abilities.
  • Conscription into the Brotherhood or Lilaste Order is not mandatory, but those who volunteer to serve are highly praised as defenders and heroes of the Diarchy.
  • Force sensitives who take the Oath of Service whether in the military, government, or research are publicly recognized with national honors.
  • This cultural reverence stems from the belief that to wield the Force in defense of the Diarchy is a sacred act of unity, discipline, and devotion to the people.

  • Brotherhood recruitment teams (scouts) are authorized to identify and approach the families of Force-sensitive children for assessment and mentorship opportunities. However, participation is entirely voluntary parents and guardians retain the final decision on whether a child begins formal training.
  • These scouts act as advisors and educators, not press-gangs; their role is to guide families, explain options, and foster pride, standing in contrast to the conscription and separation practices of the Jedi Orders of old.
  • Force-sensitive individuals retain the right to autonomy, education, and civilian life free from coercion or manipulation.
  • Recruitment or manipulation of Force-sensitives under duress including mental domination, contractual deceit, or institutional pressure is classified as a Level-Two Coercive Offense under Diarchy law.

Evaluation Cycle:

7. Article IV – Foreign Force-Users and Tourism

  • Depending on risk assessment, visitors may be shadowed by Diarchy security personnel for an undetermined duration.
  • All foreign practitioners must respect local laws and are prohibited from performing Force rituals or training without Diarchy authorization.


8. Article V – Enforcement and Penalties

  • Enforcement is primarily handled by the Lilaste Order, in coordination with the Diarchy Internal Security Force (DISF) and oversight from the Diarchs.
  • Violations may result in:
    • Suspension or revocation of Force-user registration
    • Detainment or expulsion from Diarchy space

    • In severe cases, execution by order of the Diarchs

9. Article VI – Revocation of Citizenship

  • Citizenship within the Diarchy is a birthright, but may be revoked under the following conditions:
    • Proven collaboration with hostile entities
    • Acts of terrorism or treason
    • Abuse of the Force leading to civilian harm
  • Revocation may occur voluntarily or by state order, after which the individual is no longer under Diarchy protection.

After consultation between Diarch Rellik and High Commander Laphisto of the Lilaste Order, the Charter was created to prevent future confusion over the rights and limits of Force-sensitive individuals.


Rooted in the Diarchy's philosophy of balance through freedom and accountability, the Charter aims to protect both the individual and the state from abuse of the Force — allowing diverse Force traditions to exist while maintaining order and ethical restraint.
